Rama-Berisha negotiations, will the US allow the alienation of justice reform?
Berisha-Rama

The American Embassy has not yet returned an answer and depending on what they will say, the fate of the reform will depend...

Backroom deals have increased threats to the new justice. Rama and Berisha agreed to put an end to the chaos in the Parliament, but in fact an agreement was reached between them to change the laws with a qualified majority and especially those of the justice reform. Among the laws that are on the table is the one for SPAK.

The working group made up of MPs from the SP and Reestablishment has prepared the package, as it has sent a letter to the partner missions. The European Union has responded and gives a series of recommendations, including the mandate of SPAK prosecutors. The latter must leave after 9 years, as they have proposed to have the right to re-election. According to Brussels, they should go to Appeal.

The EU does not accept the Parliament's proposal that the problems with the KLP members be resolved by the institution itself, without going through the evaluation of the Constitutional Court. Conflict of interest is cited as the reason.

" The proposals aim to limit the competence of the Constitutional Court in the disciplinary behavior of the members of the Council during the exercise of their function as a member of the Council and not when they act as judges or prosecutors. It is debatable whether this is advisable, as – although the relevant Council member may withdraw when his/her colleagues are deciding his/her case, there is still a very strong relationship between the members, which can be avoided if I leave it to the Constitutional Court to decide on such cases ", the announcement states.

The experts of the European Union request the prohibition by law of the right to teach at the School of Magistracy, of persons who have not passed the vetting or have not undergone this process.

But as the EU has spoken, the opinion of the US is expected. The American Embassy has not yet returned an answer, and depending on what they will say, the fate of the reform will depend.

The democratic deputy of Reestablishment, Dhurata Çupi, who is part of the political group set up near the Laws Commission, says that the opposition will not accept anything beyond what the two missions, Euralius and OPDAT, will recommend. " We will not have any agreement other than what reflects the two missions of our two international allies, which have been part of the whole package in justice since 2016. The opposition MPs and the opposition will be available and in the proposal of what propose international missions ", she said.

Will the embassy let the Rama-Berisha couple get their hands on their investment? There are rumors that an attempt may be made and the opinion of internationals not taken into account, but will anyone dare to challenge the "Road of Elbasan"?  / Pamphlet
