A painful paradox has emerged after the completion of the counting of preferential votes in the May 11 parliamentary elections; at least 23 Democratic Party candidates have won convincingly on the open lists, but have remained outside the Assembly due to the low number of mandates assigned to the DP in the respective districts.
The list of “winners without a mandate” includes new names and figures with contributions to the opposition. In Tirana, Ilir Alimehmeti, one of the most voted figures nationally with 13,139 votes, will not be part of the new legislature.
Another case is that of Xhemal Gjunkshi in Dibër, who received 5,693 votes, more than any other candidate on the list, but the DP managed to obtain only two mandates, which went to the names of the closed list – leaving the former general out of parliament. The same fate befell Aulon Kalaja in Durrës, who with 7,069 preferential votes ranked second behind Arjan Ndoji, but the Democrats secured only one mandate on the open list.
In Berat, Parid Mahmutaj with 7,171 votes and Lefter Maliqi with 4,801 were left out, while in Fier, Gentian Çela with 7,080 votes failed to secure a seat in the Assembly. In Gjirokastër, Korçë, Kukës, Lezhë, Shkodër, and Vlorë, dozens of other candidates with thousands of votes shared the same fate.
This shows Sali Berisha's bargaining with the lists. The closed list included people loyal to him, while those with electoral votes were left out. But the vote for the names above is also a kind of blow to Berisha, since the citizens voted for those the mayor did not prefer.
