When SPAK started the strikes at high levels of the government, Prime Minister Edi Rama, ministers, mayors and central directors, started delegating the powers of their deputy, for signing tenders, privatizations, lease contracts, concession expenses.
After Belinda Balluku, Ogerta Manastirli, Mirela Kumbaros, Anila Denaj of Agriculture, Igli Hasan of the Foreign Ministry, Ervin Metes of Finance and Albana Koçi of Health; Niko Peleshi is the eighth minister who delegates the powers to Deputy Minister Enkelejdi Joti.
But with the difference, that the other ministers have delegated all the powers to their subordinates, while Niko Peleshi has only handed over the power to administer the army's properties, with the full right to perform any action with them.
By Order no. 225, dated 20.2.2024, the Minister of Defense, Niko Peleshi, instructs his deputy, Enkelejdi Joti, to direct any process related to the exercise of responsibility for the administration of the army's properties, within the structures and in relation to private institutions.
He has the powers to decide on his own and sign any decision, order and act of transfer, removal from the inventory, leasing and sale of army property, without obtaining permission from the General Staff and the military directorate that has the property in inventory and administration.
In point 4 of Minister Niko Peleshi's order, it is said that Authorization No. 2812/1, dated 4.12.2018, with which the former Minister of Defense Olta Xhaçka had charged with the administration of the properties of the army, the secretary Florjan Kali and the former adviser Amant Josifi, partner of Olsi Rama in the mafia group "Call-Center ".
But, from the hands of Olsi's partner, the administration of the army's properties has passed into the hands of Enkelejdi Joti, Edi Rama's friend and realtor; whom, on April 13, 2023, he appointed as Deputy Minister of Defense, after leaving the post of Director of RTSH, while in the years 2017-2021 he was Director of QSUT, where, according to KLSH, there was nearly 200 million Euros of corruption.
The fact that for more than 3 years the Minister of Defense, Niko Peleshi managed the army's properties himself, while 2 weeks ago he left them in the hands of Enkelejd of Bablok, is an indication to doubt that the affairs with these properties will continue.
Or, through him, the abuses made by the former minister Mimi Kodheli with the secretary Arjan Kraja in the years 2013-2017 will be cleared; the abuses committed by Olta Xhacka with secretary Florian Kali and councilor Amant Josifi in the years 2018-2020.
But also the abuses that Niko Peleshi himself did with the secretary Geraldina Prodani, until February 20, 2024, when he handed over the administration of the army's properties to Bablok's friend./ Pamphlet
