The Speaker of the Assembly, Niko Peleshi, during the Conference of Speakers, raised concerns about the way the opposition is using procedural interference to impede the normal development of debate in plenary sessions.
Peleshi further said that a debate cannot be killed at night and killed during the day.
"There are MPs who want to speak and contribute, but when the session goes badly and ends in a vote, even those who have no role in disrupting the debate are penalized. We cannot kill the debate at night and disrupt it during the day," said Peleshi.
He stressed that the abuse of "procedure" requests, which are used to block entry into the debate, has become a practice, even though the deputies have the full 10 minutes available for discussion. According to him, this action is also related to the fact that the first phase of the session has a higher audience, which is being deliberately misused.
Peleshi underlined that strict implementation of the regulation is not enough if "common sense" between the parties is also lacking.
"You have done everything to disrupt this order," he said, addressing the opposition.
In conclusion, the Speaker of the Assembly made a final appeal for understanding and political agreement, to normalize the proceedings of the Assembly.
