The plenary session in the Parliament has begun.
The head of the DP parliamentary group, Gazment Bardhi, has leveled accusations against the Speaker of Parliament Elisa Spiropali, saying that the Assembly has violated the Constitution by postponing the reporting of independent institutions to the new legislature.
During his speech at the start of the parliamentary session, Bardhi stated that after July 8, no laws can be passed, but according to him, the constitution does not prevent the assembly from continuing its work with hearings from independent institutions.
Further, Bardhi said that independent institutions should come to the Assembly and have the opportunity to issue recommendations for improving their work.
"I want to raise a concern, to give the relevant recommendations to these institutions. The Conference of Speakers approved the calendar of reports of constitutional institutions, including justice, without consultation and without providing an explanation, the assembly and the committees have canceled the reporting of independent institutions to the assembly, postponing it to the next legislature. After July 8, we cannot approve laws, but the constitution cannot prevent the assembly from continuing its work with hearings of independent institutions. The calendar of reports of independent institutions must continue. They must come to the Assembly, and have the opportunity to issue recommendations for improving their work. You cannot close the assembly for their accountability. Your decision is a flagrant violation of the constitution and the deadlines set by the assembly's rules," said Bardhi.
On the other hand, Spiropali stated that the hearings are scheduled on the calendar.
Spiropali: All 26 independent institutions are foreseen in the calendar. Depending on the committees, hearings should also be scheduled. It has been impossible for the deputies to include them in the hearing due to the lack of deputies and other issues that were discussed previously. They have been included in the calendar and have also been voted on in the session. We will do our work, without worry.
