The prosecutor of SPAK, Sotir Kllapi, is one step away from becoming a historical figure, a symbol of new justice and a hero of the fight for the collapse of impunity in Albania.
Trained by the Americans, Sotir Kllapi is drawing up the relation for the arrest of Ilir Meta, for the file of lobbying with dirty money in the United States of America.
The prosecutors of Ilir Meta's case are Sotir Kllapi and Arben Kraja, while the investigations are being followed by the head of SPAK, Altin Dumani, today one of the most popular people in Albania.
"Prapaskena" learns that Sotir Kllapi, as part of the completion of the investigations into the lobbying file, will request the arrest of Ilir Meta for falsifying forms and concealing assets.
It is not known whether Ilir Meta will face justice and end up in Durrës prison, where Alqi Blako, Safet Gjici, Vangjush Dako etc. are waiting for him, or whether he will escape like his two friends Adriatik Llalla and Arben Ahmetaj.
In recent years, Meta has compared himself to Mic Sokol, Vojo Kushi, Mujo Ulqinak, etc., but it remains to be seen how brave he is when the arrest warrant is issued, since Meta does not even have immunity.
Ilir Meta is accused of having spent during 2016-2017 about 1.2 million USD for lobbying in the United States of America.
Meta has not declared anything in the ILDKPKI and in the CEC as the law provides.
Based on the evidence collected, in June 2022, former deputy Halit Valteri referred a report to SPAK. In the criminal report, it was stated that Ilir Meta and Monika Kryemadhi committed 8 criminal offenses, such as concealment of income, passive and active corruption, money laundering, abuse of office, concealment of assets, non-payment of taxes, etc.
As facts, the report states that Ilir Meta and LSI signed lobbying contracts in the USA with the McKeon Group company in 2017, worth hundreds of thousands of dollars, hiding the expenses both in the KQZ and in the ILDKPKI, as the law provides.
A few days later, based on this report, SPAK registered criminal proceedings with number 122, with two charges: Corruption and falsification of forms. The prosecutors of this case are Sotir Kllapi and the former head of SPAK, Arben Kraja, whom Meta labeled as the "Spurdhjaku of the party that has decided to openly serve the mafia of incinerators".
In order to prove the suspected criminal offense, SPAK requested information by mail in the USA. The American authorities, in their response, have confirmed the illegal payments for lobbying.
This answer sinks Ilir Meta and Monika Kryemadhi, who have to choose which one should go to prison.
When SPAK interrogated Ilir Meta, the latter left the responsibility to Monika Kryemadhi, Petri Vasili and Endri Braimllari.
However, Vasili and Braimllari have affirmed in SPAK that they have nothing to do with lobbying, neither have they seen nor moved money.
From the collected evidence, Ilir Meta has been identified as the head of lobbying with dirty money. Meta led this illegal activity even when he was president.
Who is Sotir Kllapi?
Sotir Kllapi graduated from the Magistrate's School in 2009. He first started working as a prosecutor in the Prosecutor's Office of Tirana. He then served as a prosecutor in Fier and Durrës until 2014. From 2014 to 2020, Sotir Kllapi headed the Pogradec Prosecutor's Office.
No disciplinary measures have been registered against Kllap. During his career, the prosecutor was evaluated very well by the Durrës Prosecutor's Office for the years 2012-2013, he was evaluated very well by the Progradec Prosecutor's Office for the years 2014, 2015 and 2016.
In May 2020, Kllapi was appointed by the High Prosecution Council in SPAK, being evaluated with 174 points, at the head of all candidates, leaving behind Dritan Prenc, Vladimir Mara and Dorina Bejko.
Representatives of the US-EU participated in the candidacy evaluation process. After being appointed to SPAK, Kllapi participated in several trainings with experts from the USA and the EU.
Prosecutor Kllapi successfully and easily passed the vetting process in May 2019. Kllapi was confirmed in office on May 13, 2019, being evaluated positively in the criteria of wealth, clean image and professional skills. /Backstage
