The Socialist Party has gone to the end of the plan to seize justice and the new constitutional bodies. Despite the objections of the opposition, with 74 votes in favor, the famous anti-corruption commission, known as the "Xhafaj" commission, was established. The opposition gave only 6 votes against.
Although Prime Minister Rama, when he presented the draft, said that an alliance between the Parliament, the government and justice is needed to fight corruption. Meanwhile, today the commission was set up unilaterally. Now PD will be tested, as there are rumors that we have a dirty bargain. Despite not voting in the Assembly, DP can send its names to the committee. Also, there is no longer any doubt that this commission will be headed by Fatmir Xhafaj, the one who once headed the justice reform commission, is now being used by Rama to undo it.

If we look at the decision, it seems clear that we will have a commission, which aims to control the judiciary and other constitutional bodies within 10 months. The SP proposes that the commission have 11 members, where 6 are from the SP and 5 from the opposition. Also, the SP has the chairman and it will probably be Fatmir Xhafaj.
According to the draft, the commission aims to: 1) improve and consolidate good governance practices at all levels, 2) deepen the fight against corruption and 3) further strengthen law enforcement, guided by the findings and recommendations of European Union reports and the Screening report of the European Commission for the first chapter, as well as addressing the measures of the guidelines approved by the government "On the rule of law" and "Reform in public administration".
" In order to maintain the majority-minority ratio in accordance with the regulation, the effective use of the experience created since the beginning of the Reform in Justice, as well as ensuring the continuity of the work and the products of this process beyond the current legislature and throughout the scope of the negotiations with the European Union , the commission as a rule will consist of Chairmen and Deputy Chairmen of the Permanent Commissions: for Legal Affairs, Public Administration and Human Rights (2); for Economy and Finance (2); for European Affairs (2); for Education and Public Information Means (2); and the National Council of European Integration (2) ", says the draft.
Next to the Special Commission, in order to realize a process as comprehensive and transparent as possible, a working group of local and international experts will be set up and will operate with representatives proposed by the institutions of justice, independent institutions and law-enforcement executive agencies, public administration, the world academic, public and non-public universities, institutes and organizations of civil society and media, as well as business organizations, etc. The group of experts will be organized into 3 subgroups that will be engaged in the 3 areas of the activity object of this commission.
The experts will be engaged in the function of the relevant topics, related to their fields of activity in the process of conducting the analysis and drafting the National Action Plan as well as the proposal of the relevant legislative and institutional measures. The number and composition of the group of experts is approved by the decision of the commission. The Commission can also invite agencies and other well-known local and international experts in the relevant fields for consultations on specific issues. / Pamphlet
