Edi Rama is acting at an unusual pace within the Socialist Party. Two meetings in a few weeks at the Palace of Congresses and an agenda that is not related to reforms, but to discipline.
Although it won 83 mandates on May 11, developments after the elections point in a different direction. Integration into the European Union remains blocked and clashes with internationals have increased. In parallel, tensions within the SP have become apparent.
Today, Rama once again gathered MPs, ministers, and heads of institutions. Unlike other times, he avoided a long speech and went straight to structuring the message and controlling the political line.
The Director of the Cadastre appeared before the parliamentary group to provide explanations. Sources within the SP confirm that the closure of branches in the districts and the concentration of the institution in Tirana are being considered. This is not an administrative reform, but a functional centralization.
Arbjan Mazniku reported on territorial reform, while Erjona Ismaili and two spokeswomen for the Prime Minister took on the role of training MPs on public communication. This is a clear signal that control is no longer limited to decision-making, but also extends to speech.
At the same time, the Socialist Party has decided to launch a national tour called "Works for Albania". MPs and ministers will go on the field next week. Erion Braçe and Elisa Spiropali, two figures who have held critical positions, have been left out of this organization. So it seems that Rama will try to justify the failures in 3 mandates.
Data from the SP's monthly internal polls show growing dissatisfaction with the government. This also explains the intensification of outreach and the attempt to re-control the public narrative.
Within the party, the situation is more tense than is publicly acknowledged. Erion Braçe is not the only critical voice. Fatmir Xhafaj and Elisa Spiropali did not participate in the vote on Belinda Balluku's immunity, breaking a political decision of the group. Taulant Balla warned of measures, while Spiropali reacted publicly. At today's meeting, she was placed at the end of the hall, a direct political signal.
In a previous meeting, according to participants, Rama addressed the deputies in harsh tones: “You are here because of me”, “I have kept you in power for four mandates”, “If I leave, the SP will end”. These statements show the real balance of power within the party.
The issue of the Cadastre returns in every cycle, not for a solution, but because it remains one of the most sensitive problems for citizens and a direct instrument of influence.
All these developments are connected to one point: Rama is trying to close any space for discontent within the SP before it takes political form. The latest movements do not show strength, but a need for control.

Ligji 7501 ishte një ligj mostër. Por sot nuk po merem me Të. Nga viti 1991 u shpërdan "Aktet e Marrjes së Tokës në Pronësi". Kryetarët e komunave u bënë koka turku dhe ju imponua , por edhe u korruptuan dhe shpërndan AMTP edhe për dhjetra familje që nuk kishin banim në ato njësi. Por që AMTP të regjistroheshin duhej që ato lista duhej të konfirmohewshin nga Prefekti i Qarkut. Prefektët koka turku i zbatuan porositë urdhëra. Mirëpo një prefekt nuk pranoi të firmoste. E thirri Zeusi dhe e urdhërojë që të firmoste listat e përfituesve dhe të jepte urdhër për regjistrim në Z.R.P.P. Prefektit që nuk u bind ju dha një shans i dytë. Jep dorëheqjen. Jo kundërshtojë ai, jam themelues, kontribues dhe kam detyrime ndaj bashkëqytetarë të mi dhe më vjen edhe keq edhe turp të jap dorëheqjen. Por u gjetë zgjidhja. Prefektit i doli raporti me sëmundje që mund të kurohej vetëm jashtë. Prefekti i ri kreu detyrën e caktume. Bëhet fjalë për njësi administrative dhe qark elitar. Ky rastë është mostra. qarqet e tjera mund të kenë specifika të tjera. Kjo është Agjensia e Prefektxhinjëve, Kadrastrallinjëve , Kadastralleshave dhe Shefistëve të tyre në këto dekada. Dhe shteti nën këmbët e tyre.
