The disarmament of the BKH was Rama's test of strength, not a technical "incident"
Edi Rama, it was no coincidence that he dropped a bombastic phrase on Sunday's podcast. He knew what he was doing and why he was saying it. He knew full well that it would make headlines, because the Prime Minister said it.
The "incident" he mentioned was neither new nor harmless. It had occurred a long time ago in the Prime Minister's Office and had seriously alarmed international partners, precisely because it constituted a direct intervention by the executive branch of government against the new justice system.
There have been strong clashes, not only verbal, between Edi Rama and important diplomatic and political representatives over this event. On one side stood SPAK and BKH, i.e. the US and the EU. On the other side stood the prime minister himself. It was an open test of strength, where each side tested the limits.
But what really happened?
This was not the first time that the BKH officers went to the Prime Minister's Office. They have entered before, on several occasions, always with a mandate from the GJKKO, to obtain documents, to communicate with persons who were aware of criminal investigations or to seize official materials. This also happened in the investigation of the incinerators, where original decisions of the Council of Ministers were withdrawn. They have never been hindered.
This time it happened differently.
The BKH officers were not only stopped, but disarmed. This action was not a security procedure. It was a political message. It was a territorial clash. It was a clear call: "You don't enter here."
This phrase was also publicly articulated by Baton Haxhiu, Edi Rama's media voice, a month ago, when he wrote that there was a limit that justice could not cross. What happened in the Prime Minister's Office was the practical application of this doctrine.
The event constitutes an institutional coup in the full sense of the word. The National Bureau of Investigation is not the government's police. It is not subordinate to the Ministry of Interior. It is not an administrative structure. It is the judicial police of special justice, created to investigate precisely the government, high-level corruption and organized crime.
When the BKH enters a state institution, it does not enter at will. It enters with a prosecutor's mandate and a court decision. Its disarmament by the Guard is a flagrantly illegal and provocative act. An act that brings back memories of January 21, 2011, when Sali Berisha used the Guards to block justice.
The BKH is not an ordinary police force. It is a structure where blue uniforms do not enter. It has exclusive jurisdiction over corruption in high power. And precisely for this reason, the Guard's intervention was not an "incident", but a challenge.
What Rama attempted was not the technical disarmament of some officers. It was a political ultimatum to the internationals. It was an attempt to show that the Prime Minister's Office is his tower and that he decides there. But the message he received was not what he expected.
As it turns out, no one was scared by the Prime Minister's screams. On the contrary, it became clear to him that the Prime Minister's Office is not private property. It is not a personal fortress. It is a state building. And the power there is for rent.
Even, as it is said with bitter irony in diplomatic circles, “even the Garden of Eden is unlicensed.” And the leases, sooner or later, run out.
This was the essence of the incident. And for this reason, Rama brought it up on the podcast. Not to explain it, but to normalize it. But what happened was not normal. It was a dangerous warning about the separation of powers.

Byroja Kombetare e Hetimit ka te drejte te mbaje armet ne cdo institucion. Sikurse mund ti mbaje armet kur futet ne ministrine e mbrojtjes apo ne gjykate..Askund thuhet se keta duhet te carmatosen. Leri perrallat me institucionet. te gjitha jane institucione te rendesise se vecante, akund nuk thuhet qe hetuesi duhet te c'armatoset..

Institucioni i Kryeministrise ne rastin konkret si i rendesise se vecante,jo per shkak te njerzve te momentit qe e drejtojne ,por per shkak se eshte godina ekzekutivit te nje vendi.Ka rregullat e veta. Me arme lejohet te hyjne vetem shoqeruesit e Personaliteteve Te Larta Shteterore qe vizitojne Shqiperine,dhe kjo pas nje procedure standarte.Te tjeret DUHET TE RESPEKTOJNE RREGULLIN E ATYRE QE E KANE GJYKUAR te pakten keto 35 vjetet e fundit.Nuk eshte rregull i vendosur nga Edvini,eshte i vendosur nga burra me te mire e mencur se Ai.Dmth ktij i konvenon ta perdori edhe ose e dime te gjithe jo per shkak se i pelqen ligji e rregulli,por i intereson.
