The government is secretive about expenses for VIP trips...
Prime Minister Edi Rama has decided that the millions he and his ministers spend on trips, hotels, planes and entertainment abroad will remain a secret. Although the opposition has often accused him of spending millions on charter flights or tickets to football and basketball matches, there has been no transparency. But with a decision taken today at a government meeting, it seems that this transparency will never happen.
The Government has made an amendment to Decision No. 34, dated 7.1.1999, concerning the powers of the Directorate of Government Services regarding the purchase of airline tickets and hotel accommodation for dignitaries. According to this decision, the procedures will be completely secret.
The decision that has been in force so far stated: " DSHQ offers services as a travel agency, for the sale of tickets in the field of air transport and the reservation of accommodation in hotels abroad, for high state institutions, the Prime Minister's Office, line ministries and, at their request, for the Presidency and the Parliament of Albania ."
But the government has made a fundamental change, which means that from now on, travel expenses for the Prime Minister, ministers, or other officials will be secret.
“ The letter 'ë', of point 2, is amended as follows: 'ë) It exercises the function of the central purchasing body for the purchase of tickets in the field of air transport, as well as the reservation, purchase of hotel accommodation services abroad and provides additional logistical services for state delegations abroad, for the Prime Minister's Office and the ministries. For the Prime Minister's Cabinet, the institution of the Presidency and the Assembly of Albania, these services are provided if requested by them. The costs for performing these services are covered by the budgets of the beneficiary institutions. The DSHQ negotiates framework contracts with airlines, hotel chains and travel agencies and signs confidentiality contracts, in order to preserve the mandatory information between the parties in the framework of the protection of personal data, according to the relevant legislation. The issue of travel by personalities abroad has always been controversial. Rama himself has hidden the expenses for charter trips. There have been ministers who have spent millions of lek for a night in a hotel.
