The barbaric murder of judge Astrit Kalaja, beyond the criminal aspects, reveals a dangerous background: an epidemic that is spreading like a virus in Shkodra.
This epidemic is fueled from above; crime sharks, oligarchs, realtors and politicians, and is called the epidemic of tower construction. The explosion of development interests has fueled the 'gold rush': plots for construction are already being staked out and social and property conflicts are arising.
One of these points was the conflict over reserves, which turned into a 'bone of contention' between residents demanding land titles and ownership rights. This has been a 'time mine' and Shkodra has dramatically demonstrated how devastating such a clash can be. In addition to the aesthetic damage caused to the city, the social consequences are even more serious.
If this phenomenon goes deeper, the conflict could multiply and erupt in even more dangerous forms. Shkodra must not lose its historical and cultural identity; it must not turn into a second Tirana or a new Durrës, despite the pressures for development.
Today, Shkodra has gained a new breath of hope thanks to the work of Mayor Benet Beci. Precisely for this reason, he must intervene immediately to stop this construction frenzy that risks destroying the public space, landscape, and social structure of the city.
The construction frenzy, fueled by rushed permits and shady deals, has already caused damage in other areas of the country, as seen in the case of Theth, where controversially granted permits led to dramatic consequences. Shkodra must avoid the same mistakes.
The tower and the concreting do not serve Shkodra. They will not only disfigure the appearance, but will undermine the fragile social peace and threaten the integrity of communities. Such a project is like a devil approaching a city of historical blessing and could destroy it.
Therefore, the appeal is clear: stop this wave of uncontrolled construction. Preserve the identity, spaces and values of Shkodra for the residents, for the culture and for the future of the city./ Pamphlet
