Prime Minister Edi Rama and the Socialist Party are preparing to open a new chapter in the debate on justice reform in September, a process that seems to go beyond "technical adjustments" and signals the possibility of revising some of the basic laws of the reform approved in 2016.
The warning came from the chairman of the Special Parliamentary Committee on Good Governance, Anti-Corruption and the Rule of Law, Fatmir Xhafaj, who presented the balance of a year of work and spoke about the drafts that will enter the Assembly in September.
" We have documents drafted by experts on the justice system. We did not want to bring them here during the election campaign because they would immediately become a topic for the politics of the day. But now the Assembly will have this among its priorities in the first session of the new legislature ," Xhafaj declared.
He gave signals that the SP will pursue EU integration, justifying every maneuver with fulfilling the integration conditions. Xhfaj also attacked the KLGJ and KLP, giving another signal that September will bring a rematch against justice.
" Do you know that the councils have not conducted a cycle of evaluation of prosecutors and judges, which is their obligation? This is not simply a technical issue, but a violation of legal obligations ," he said.
This commission, established at the initiative of Prime Minister Edi Rama and without the presence of the opposition, was criticized from the start by the European Commission for a lack of transparency and inclusiveness. But today's signals indicate that the socialist majority, supported by 83 votes from the SP and three votes from Tom Doshi's group, is preparing to review some of the basic laws of justice reform approved in 2016, a process similar to what is currently happening in Ukraine, where President Volodymyr Zelensky has launched a process to "melt down" several anti-corruption structures.
Despite warnings from the EU and the US not to touch the foundations of the reform, the signals from the majority seem clear: in September, justice will be at the center of a new phase, where Xhafaj will be used as the “technical face” of a maneuver that could change the architecture of the reform. “ There are a number of commitments of the institutions that have not been fulfilled and this risks the passing grade for the country ,” declared Xhafaj, leaving open the scenario of in-depth reviews.
This development opens a major public debate: is Albania entering a phase where the historic reform of 2016 is being reformatted according to the political needs of the majority, or is it simply a "technical" check?
