The SP passes the laws with 71 votes, assisted by PSD and PDIU deputies...

"Calmness and love" are returning between Edi Rama and Tom Doshi. After the attacks, accusations and public clashes before the May 11 elections - which many considered to be a mere electoral show - the political duo has come together again.

The majority faced serious difficulties in the Assembly today to gather the necessary votes. There were tensions right from the start of the session, as the opposition contested Spiropali's statements on the approval of the minutes, while there were about 55 deputies in the hall.

Voting on laws

The crisis of numbers culminated at the end of the session, when a minimum of 71 votes were required for the passage of some laws. Speaker Elisa Spiropali was forced to declare loudly several times: “ One more vote is needed ” to complete the quorum. The SP itself had only 68 deputies in the hall.

The laws were ultimately approved thanks to the help of two PSD MPs – Gledis Çeliku and Gertjan Deda – as well as PDIU MP Nusret Avdulla, who voted in favor of all acts on the agenda.

On the other hand, the absences from the ranks of the SP were: Sajmir Hasalla, Bledi Çuçi and Tatjana Piro (the latter did not run in the elections at all), as well as Edi Rama himself and Mirela Kumbaro. The opposition also did not participate in the vote.

What is striking is that Rama and Doshi put on a "political show" whenever their interests are compromised. Doshi was looking for attention before the elections or some more "bones"; now that the PS has the majority, he has "lowered his head" and is following Rama, hoping that he will be asked for help when he needs 84 votes. / Pamphlet

-"On the ratification of the agreement under the United Nations Convention on the Law of the Sea on the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction", with 71 votes in favor, none against, no abstentions.

-"On providing Albanian citizens with passports for traveling abroad", amended, with 71 votes in favor, none against, no abstentions.

-"On the electronic identity card of Albanian citizens", with 71 votes in favor, none against, no abstentions.

-"On the ratification of the agreement on cooperation on security and long-term support between the Republic of Albania and Ukraine", with 71 votes in favor, none against, no abstentions.

-“On the accession of the Republic of Albania to the Convention Establishing the European Communications Office (ECO) The Hague, on 23 June 1993, as amended in Copenhagen, on 9 April 2002”, with 71 votes in favor, none against, no abstentions.

-“On the ratification of the loan agreement between the Council of Ministers of the Republic of Albania and the Abu Dhabi Fund for Development for the financing of “General Budget Support for Development Efforts”, with 71 votes in favor, none against, no abstentions.

-“On the ratification of the agreement between the European Union and the Republic of Albania on the participation of the Republic of Albania in the Union's "Customs" program, for cooperation in the field of customs”, with 71 votes in favor, none against, no abstentions.

-“On the ratification of the guarantee agreement between the Republic of Albania and the European Bank for Reconstruction and Development (EBRD) for the loan agreement between the Electricity Distribution Operator Group, sh.a., (OSHEE) and the European Bank for Reconstruction and Development for the OSHEE sustainability project”, with 71 votes in favor, none against, no abstentions.

-“On the ratification of the financing agreement between the Republic of Albania, represented by the Council of Ministers of the Republic of Albania, and the European Commission for the multiannual operational programme for youth employment, in favour of the Republic of Albania, for the period 2024-2027, within the framework of the Instrument for Pre-Accession Assistance (IPA III)”, with 71 votes in favour, none against, no abstentions.

-“On the ratification of the financing agreement between the Republic of Albania, represented by the Council of Ministers of the Republic of Albania, and the European Commission for the multiannual operational programme for the digital economy and society, in favour of the Republic of Albania for the period 2024-2027, under the Instrument for Pre-Accession Assistance (IPA III)”, with 71 votes in favour, none against, no abstentions.

-“On the ratification of the financing agreement between the Republic of Albania, represented by the Council of Ministers of the Republic of Albania, and the European Commission for the multiannual operational programme for energy, in favour of the Republic of Albania, for the period 2024-2027, under the Instrument for Pre-Accession Assistance (IPA III)”, with 71 votes in favour, none against, no abstentions.
