The deputy of the Democratic Party, Ina Zhupa, has reacted to SPAK's decision to seize Tirana's incinerator.
She emphasized that the Municipality of Tirana has paid over 50 million euros for the incinerators, when in fact they were not working.
In her statement, Zhupa says that finally the lid of the well of the non-existent incinerator of Tirana was opened.
She requested that SPAK search for the head of the organized criminal group.
"The announcement that SPAK made also shows the investigation of the criminal offense of "abuse of duty", an offense that does not belong to either Zoto or Mërtir, two individuals who are mostly only secondary shareholders of the Rama-Veliaj enterprise.
"Dereliction of duty" belongs to Edi Rames, Erion Velise and other members of the criminal organization who set up the arsonists as their enterprise, and carried out the theft of the century.
SPAK cannot serve you as the real owners of Zoto and Mertir, when Edi Rama, Erion Veliaj and Engjëll Agaçi etc. can be proven with their signatures and seals.
Zoto and Mërtiri could not change the practice of waste treatment in Tirana, they could not send as Erion Veliaj sent four letters for the approval of the concession, they could not alienate money if the government and the municipality did not give money for burning garbage when the incinerator did not there is.
According to the data of the Treasury Directorate, processed by Open Data Albania, in the period April 4, 2018 - June 12, 2023, the Municipality of Tirana has carried out 150 transactions worth 56.6 million euros on behalf of the company "Integrated Energy BV SPV". These 56.6 million euros and others that are still given are stolen from citizens' taxes, removed from the state budget and do not perform any function.

This paragraph of the KLSH audit of 2021 would be enough for SPAK to look at those in charge, as every Albanian looks at them: "Currently the price paid 29 euros/ton is not the real price of the service performed, as this fee also includes waste incineration , a process which has not been carried out to date. Despite not carrying out the waste treatment process, the Municipality of Tirana has continued to pay the full fee for this service".
SPAK cannot ignore the way the competition for Tirana's chili was conducted, how the bonus of 8 points was given 9 months before it was registered to the winning company, which was registered only one day before the conclusion of the contract, as coincidentally with the same owners beneficiaries with Elbasan and Fier. Spak could not ignore how Erion Veliaj, the Mayor of Tirana, expressed himself on behalf of the Municipality Council and Tirana district, in an illegal manner, how did he start without an incinerator and how does the payment of 29 euros per ton continue without an incinerator?!
The Government of Rama and the Municipality of Tirana and Veliaj acted coordinated as a structured criminal organization, where decisions were prepared by private offices and executed in public offices. SPAK should connect the officials, as they are connected to each other, as a structured criminal group, headed by the head of the government, Edi Rama. Any attempt to tear them apart aims to protect them from this terrible and real accusation and does not help bring to justice those who have stolen hundreds of millions of euros from citizens' taxes, Zhupa said.
