Agron Shehaj's Mundësia Party and Sali Berisha's Democratic Party seem to be clashing in Tirana for a parliamentary mandate. Mundësia claims the second mandate, which if it takes, will be taken away from the DP, which in the Tirana District, currently, based on votes, has 14 mandates. If Shehaj takes the 2nd mandate in Tirana, then Berisha's DP will be reduced to 13 parliamentary mandates.
This seems to be the reason why there have been tensions and clashes in CEAZ 40, located in the gym of the “Sami Frashëri” school and covering Unit 9. Agron Shehaj claims that 7 regular ballot papers marked 'X' for the Mundësia Party were considered invalid by the counting teams, because the papers are a paler color than the rest of the ballot papers.
Shehaj says that the ballots are regular and there is no reason to declare them invalid. "The ballots are regular, they have two stamps of the Voting Center Commission, so why are they declared invalid? The commissioners say that they are a paler color," said Shehaj.
The allegations of MP and leader of Mundësia, Agron Shehaj, have caused debates and clashes, which has forced members of the CEAZ to notify the police, who have removed observers from the premises of the vote counting site.
According to the candidate of the Opportunity Party, Erald Kapri, 7 votes from his subject were declared invalid without any legal explanation.
"The votes were scanned, counted, when suddenly 7 votes for Opportunity were declared invalid, without giving a reason. Then they said they would make it 3 and then claimed that the color of the ballot paper was pale. These ballot papers were not shown to our observers according to the rules," says Kapri.
Meanwhile, the political leader of the Democratic Party for Tirana, Belind Këlliçi, was also present at CEAZ 40. The latter did not participate in the debates, but observed what was happening. The Democratic Party has two members on the Vote Counting Commissions, while Mundeşia only has observers.
If the ballot papers are considered to be of a different color by the members of the counting groups, then it will be the CEC that will make a decision. If it turns out that they are of a different color and do not match the serial numbers, then in this specific case we may have an electoral crime, which should be investigated. However, for the moment this remains only a suspicion, which remains for the CEC to decide.
The debate
Shehaj: Give me the ballots. They're not yours, they're the citizens', come on, give them now. You think you're threatening, get out the votes of the Opportunity party, why do the candidates have to come.
CEAZ Commissioner : Thank you for your politeness.
Shehaj : They have put their hands in here with us, we are not going out anymore.
