The Durrës Prosecutor's Office has 7 files and is silent, while SPAK must act, because the bankruptcy is caused by the thefts and abuses by the mayor Emiriana Sako and by her order.

Balluku has started this scenario by creating another company, called "Shoqeria Jonale Ujësjellës-Kanalizime Durrës Sh.A", parallel to the current company that still exists in KKB under the name "Water-Kanalizime Durrës Sh.A".
Në “Shoqërinë Rajonale Ujësjellës Kanalizime Durrës SH.A”, ministria e Ballukut ka marrë 51% të aksioneve dhe komandon; Bashkisë Durrës i ka lënë 32.7%, ndërsa pjesën 16.3% aksione ua ka lënë bashkive, Krujë, Shijak, Kavajë e Rrogozhinë.
Mirëpo kompania e re ku ministria e Belindës ka marrë 51% aksione, ka vetëm 1 drejtor sa për efekt ligjit të QKB; dhe prej 1 viti nuk kryen asnjë aktivitet, ndërsa gjithë veprimet financiare i kryen kompania e vjetër, por i kontrollon kompania e re e Belindës dhe Emiriana Sakos.
Ky dyzim i kompanive të njëjta brenda strukturës e bashkisë, nuk është bërë për të shpëtuar ujësjellësin e Durrësit nga falimenti e durrsakët nga mungesa e ujit, por për të shpëtuar nga burgu Emiriana Sakon dhe vartësit e saj drejtues ujësjellësi e drejtues të PS-Durrës, të cilët kanë shkaktuar 198 milionë Euro borxhe dhe 122 milionë Euro faturë korrupsioni e vjedhjesh.

Ujësjellësi i Durrësit nuk do kishte falimentuar, nëse këto 86.8 milionë Euro nuk do ishin vjedhur e shpërdoruar nga pazaret, mashtrimet në kontrata, tolerimet dhe qokat që ka bërë kryebashkiakja Emiriana Sako, si autoriteti i vetëm që ka në administrim 74.6% të këtij ujësjellësi.
