The Head of the Central Election Commission, Ilirjan Celibashi, declared today, December 3, 2025, that a new law should be adopted within December, which should differently address the issue of periodic financing of political parties.
"We need improved rules regarding the financing of political parties and electoral entities. A law that guarantees us clarity on who finances whom, how and how much, full auditing and efficiency of the institutions supervising and controlling financing," said Celibashi.
According to the chief commissioner, the CEC's annual reports show a low level of financial reporting by parties.
"The annual audit should only be carried out on parties that have real financial activity and benefit from funds from the state budget. This would eliminate informal auditing ," he emphasized.
Parties that fail to report, he said, will not be able to participate in the elections and will even face financial sanctions.
