The Assembly has opened a tender worth 140,000 euros for the purchase of new cameras for the premises of the institution. For this purchase, the procedure of classified tenders was used, where the concrete data are kept secret. This procurement procedure under the law is used by national security agencies whenever they make necessary purchases in this area.
But do the cameras of the Assembly premises and their 4-year maintenance fall into this category?
The Parliament explained that it produces and uses secret documents, and for this reason its camera tenders cannot be won by anyone, so a specific request for the company that will have the footage of the parliamentary premises is to "Be equipped with valid security clearance of confidential level or above”.
"During its activity, the Assembly of Albania produces, administers, circulates classified information. The Assembly has a Classified Information Area, which has been set up and operates according to the requirements of the legislation in force. The Assembly of Albania also has personnel equipped with Personal Security Certificates suitable for the implementation of procurement procedures in the field of defense and security, which contain classified information" , says the Assembly's response.
But what will these security cameras in the Parliament of Albania serve exactly and why did the need for this investment arise?
24/7 surveillance and security of the internal and external premises of the Assembly. The indoor environments that are monitored by these cameras are Class I security areas, (cover meetings of the National Security Commission, other closed meetings, cover important infrastructures where classified information is produced, administered and circulated).
The recent events in the Assembly with clashes between deputies from different corners of the parliamentary buildings has encouraged the administration of the Assembly to strengthen the level of filming and control of the premises.
"There is a need to cover some areas which are not currently covered with observation/monitoring. Likewise, we have had cases when the authorities have not been able to obtain footage to clarify events due to lack of monitoring coverage by current cameras. An additional number of devices and observation/monitoring points have been requested by the Guard of the Republic in order to improve security" , explains the Assembly.
The Assembly says that the new cameras will also monitor warehouses or electrical cabinets. There were still unsolved and suspicious cases of power outages during parliamentary proceedings./TV Report
