In the Procurement Bulletin dated January 20, 2025, the announcement of the Water Supply and Sewerage Company - Tirana was published, for the development of a closed tender procedure, worth 165 million lek including VAT, for the storage and accompaniment of monetary values that this company collects from invoices.
This tender, with a service period of 63 days and a financial value of 2.6 million lek per day, was awarded by the Tirana Water and Sewerage Directorate to the company "Breçani ROSP Sh.pk" owned by former police chief Erzen Breçani, who is under the criminal measure "House Arrest" by SPAK and GJKKO.
These 165 million lek were given to Erzen Breçani on December 31, 2024, four days after SPAK brought him for trial in the Special Court, as a member of a structured criminal group involved in international drug trafficking, money laundering, and organized murders, where his son, 1 police officer, and others were part of the group.
The millions were awarded through negotiation by the water utility manager without competition, only with the private police company "Breçani ROSP Sh.pk", with an offer of 100% of the limit fund and with the development of the procedure and conclusion of the contract at 6:00 PM on December 31, 2024.
While he is arrested and on trial for participating in a structured criminal group involved in money laundering and drug trafficking, the Tirana Water Supply and Sewerage Directorate hosted a New Year's Eve party with 165 million lek, for the security of the state's money.
In the Water and Sewerage Department's announcement, it is stated that there are no disqualified companies; but there could not have been, when the procedure was carried out with prior negotiation only with Erzen Breçani's company and the millions were given to him./ Pamphlet
