The Mayor of Tirana, Erion Veliaj, has reacted to the report he filed with the Criminal Investigation Department (GJKKO) against two non-existent 'reporters', 'Nesti Angoni' and 'Nasta Pëllumbi'.
He emphasizes that the criminal proceedings against him were initiated on the basis of a document signed by a person who, according to him, does not exist.
" Criminal proceedings no. 27/2024 were initiated on the basis of a document signed by a person calling himself 'Nesti Angoni', who, according to official verifications, does not exist in the civil status registers," he states.
In his complaint, Veliaj argues that the case does not constitute an anonymous report, but a more serious case. “We are not dealing with an anonymous report, but with a simulation of a real reporter, materialized with a name and signature, with the aim of creating artificial credibility before the prosecution ,” he says.
According to him, the document in question may constitute a serious legal violation. " This constitutes not only forgery, but also a direct interference in the mechanism of initiating criminal prosecution, as on this basis investigative actions with concrete legal consequences have been undertaken ," the reaction states.
Veliaj also raises questions about SPAK's adherence to standards. " Only reports that meet the formal and procedural criteria can be registered as such. However, in this case, this standard was violated," he points out, adding: "Why did SPAK deviate from the standard it itself announced only in this case? " he writes.
He also mentions a second case with another unverifiable identity. “ The existence of a second similar material, linked to another unverifiable identity, 'Nasta Pëllumbi' , is also evidenced,” Veliaj states, adding that this “ raises strong suspicions of a common source, a single author using different identities or a structured mechanism for creating artificial allegations .”
In his response, he also describes the issue as an institutional problem. "The use of a false identity to initiate criminal prosecution against an elected official produces consequences that go beyond the individual," he says.
In conclusion, Veliaj demands a full investigation of the case. " I requested the registration of a criminal proceeding for document forgery, the identification of the real author of the document, and a full investigation of the circumstances that led to the initiation of criminal proceedings against me ," he concludes.
