
The Democratic Party, through the Anti-Corruption Spokesperson, Genta Vangjeli, has raised concerns with the State Election Commissioner, Ilirjan Celibashi, regarding the vote of emigrants and the contract that the CEC had with DHL, the postal company for the distribution of envelopes with votes and their return to Albania.
The DP accuses the CEC of unjustified delays in providing information regarding the implementation of the contract with the postal company DHL, which according to the DP is violating the right to appeal the election result.
The Democratic Party emphasizes that there are strong suspicions of a discrepancy between the number of voters and the number of registered votes, therefore full and immediate cooperation is required from Commissioner Celibashi, to guarantee the transparency and integrity of the electoral process.
"Following repeated requests from DP representatives to the CEC since May 15, on May 23, the State Election Commissioner Ilirjan Celibashi stated that official information on the implementation of contract no. 1358/20 dated April 4, 2025 concluded between the CEC and the 'Contractor DHL International Albania shpk' will arrive very soon."
Meanwhile, although DHL has submitted part of the material since May 22, the Commissioner 6 days later 'gets it right' to request DHL through letter no. 4444/4 to send with high priority the information on shipments delivered to all countries.
The fact that the CEC responded 11 days late on May 22 to DP requests sent in writing on May 9, consequently hinders the electoral subject ASHM from effectively exercising its right to appeal and preparing in time for this purpose.
There are serious suspicions that there are differences in votes compared to the number of voters, therefore Commissioner Celibashi is requested to cooperate maximally and without delay in order to identify this data as soon as possible.
We remind you that so far we have sufficient evidence proving that contract number 1358/20 dated April 4, 2025 concluded between the CA-CEC and the Contractor DHL International Albania shpk has not been implemented as the parties have agreed in accordance with the general and special conditions of the contract, technical specifications, etc.
Article 23 of the CC of this contract provides for the actions that the CEC undertakes in the event that it is proven that DHL has engaged in prohibited practices, such as the implementation of the service by subcontractors not permitted by the contract itself, which is a public and proven fact.
Moreover, as provided in Article 23.4, the CEC may terminate the contract at any time if it deems that this action should be taken to best serve the public interest.
