Zvërneci, Rama: We do not stop development due to ownership conflicts,
Edi Rama

The Prime Minister says that the Albanian administration demanded higher standards from investors and that the state has not interfered in transactions between parties for land...

Prime Minister Edi Rama reacted to the debate over the tourist project in Zvërnec, stating that Albanian institutions have protected the public interest throughout the process and that the first option presented by the investors was not approved.

During a public communication, from the hall where the meeting of the Socialist Party Parliamentary Group is taking place, Rama said that the project has been reviewed following requests from the Albanian administration for higher standards in architectural, engineering and environmental aspects.

"Investors have engaged world excellence in architecture, engineering, the environment and in the legal aspect, while we will show you the steps. We have protected your interest, the country's, and we have done our duty not simply procedurally, but professionally and patriotically," Rama declared.

The head of government rejected claims linking the current project to previously published images or materials, emphasizing that they belong to a variant that has not been accepted by the Albanian authorities.

"I've seen images, I've seen footage of the project, where did we find them? They're unrelated. The old project was dropped by the Albanian administration, it was turned back on them. They were told we have high demands and we want very high standards. Not that it was bad, but we wanted more for you, not for ourselves," he said.

Rama also spoke about the issue of ownership of the land where the investment is expected to take place. According to him, the property has been registered for years, while the agreements between investors and owners are private matters in which the state has had no role.

"The land has been registered as a mortgage for many years and negotiations with the owners, transactions are a matter between the parties, we have not entered, there was no need to enter and we have no interest in entering," said Rama.

He made a distinction between the project in Zvërnec and the negotiations underway for the island of Sazan, where according to him the government is protecting state interests.

"We are interested in Sazani, for which negotiations have not yet been concluded, we want the Albanian state's share and it will be negotiated," declared the Prime Minister.

Regarding the fencing of the area, Rama said that the procedure was carried out on the basis of a development permit and not a construction permit.

"The fencing of the property was done based on the development permit, it is not a construction permit. Fencing the property is the right of every owner when they receive the development permit," he said.

Finally, the Prime Minister also commented on the claims raised regarding ownership of the territory where the resort is planned to be built, emphasizing that their resolution must come through the courts.

"On the other hand, are there any claims for ownership over that territory? The claims are legitimate, but they are resolved in the courts. The country cannot develop if it remains in limbo over ownership titles and developments," Rama declared.
