After the tensions on the ground escalated to violence about two months after the agreement finalized in Ohrid, the prime minister of Kosovo, Albin Kurti, and the Serbian president, Aleksandar Vučič, should sit down again at the dialogue table. The agreement they reached is still considered historic by the US and the EU, which want implementation this year.
The Americans expect that there will be new moves in September in terms of the escalation of the situation.
While the French ambassador in Pristina is of the opinion that a new high-level meeting should be organized "at the beginning of the school year".
Kosovo says that it is implementing an agreement that it had to reach with the European Union for the extension of the situation in the north of the country. After receiving punishment from the European bloc and then agreeing to an extension plan, Prime Minister Albin Kurti could sit down in September opposite Serbian President Aleksandar Vucic in a return to dialogue interrupted by tensions in the north that escalated into violence.
The West still considers the agreement finalized in Ohrid to be historic. This is what the special envoy of the United States of America for the Western Balkans, Gabriel Escobar, called it, who visited North Macedonia on Friday.
The situation in the north escalated about two months after the March 18 meeting in Ohrid between Kurti and Vučić where what was called the "Agreement on the Road to Normalization of Relations between Kosovo and Serbia" was finalized.
The path was quite different, but the effort of the internationals now is that they sit down as soon as possible to carry out work in dialogue.
The American ambassador in Belgrade, Christopher Hill, recently said in an interview on the Serbian-language program of the Voice of America that he expects new moves in the direction of expanding the situation in September, as he considers "a breakthrough in this matter" urgent. .
"I think at least we know what the ingredients are for some kind of peaceful future. It is very clear that we need an Association of Serbian municipalities. It is clear that Kosovo needs better access to international structures. So I think we basically know what we're going to try to do. The problem is putting it all together. It's like a big mosaic. You throw it on the table, then you have to put it together. It's not easy," said Hill, among other things.
Only three days after the finalization of the agreement in Ohrid, the emissary of the EU, Miroslav Lajcak, said that it is no secret that they want its implementation to take place this year. Asked in an interview on Radio Free Europe if they expect the agreement to be implemented this year, because next year there will be elections and other important issues, Lajcak answered as follows: "Again, we had planned many concrete deadlines in the document initial. Now, we do not want to impose deadlines on the parties. We must agree on this when we meet. But this is not a secret."
The Ambassador of France in Kosovo, Olivier Guérot, said in an interview for Express at the end of July that "new high-level meetings should be organized", encouraging the parties to "maintain a constructive attitude to achieve the implementation of this agreement as soon as possible".
"At this stage, a new high-level meeting between the EU, Kosovo and Serbia should be organized at the beginning of the school year, but it is up to the European facilitator, Mr. Lajcak, to assess the appropriate pace of the talks. We have full confidence in him", said the French ambassador.
The US demands an urgent return to the implementation of the agreement. The American ambassador in Pristina. Jeffrey Hovenier said a few weeks ago that the formation of the Association of municipalities with a Serbian majority should also happen quickly.
"The agreement requires Serbia to recognize the sovereignty of Kosovo and its territorial integrity. To recognize national symbols, the flag, government documents, diplomas, car license plates and forbids Serbia to block Kosovo's membership in international organizations. Kosovo is asked to implement the obligation it has for the formation of the Association of municipalities with a Serbian majority. We believe that both countries should immediately engage in these aspects, without preconditions. They should start doing their part," said Escobar.
This agreement, Escobar considers, has offered the USA "the greatest opportunity in the last 15 years" to cooperate with the Government of Kosovo to launch "not only a European campaign of recognition, but a global campaign of recognition".
