
The LVV proposes that political entities agree on the names of the members of the Assembly presidency, the speaker and the deputy speakers, as a single package.
The Vetëvendosje Movement (LVV), led by Albin Kurti, will present three proposals at a meeting scheduled for Saturday, June 28, 2025, at 4:00 PM, with the aim of resolving the political deadlock in the Kosovo Assembly. The meeting comes after the Constitutional Court ruled that MPs must cooperate in good faith to elect the Speaker and form the Assembly presidency.
Since the February 9 elections, in which the Vetëvendosje Movement emerged as the winning party, the Kosovo Assembly has faced difficulties in electing a speaker and forming a new presidency. The Constitutional Court ruling has clarified that the winning party has the right to propose the speaker, but this requires consensus and compromise among the parties represented in the Assembly.
To address this situation, the LVV has called a meeting with leaders of political parties, including the Democratic Party of Kosovo (PDK), the Democratic League of Kosovo (LDK), the Alliance for the Future of Kosovo (AAK), and the Social Democratic Initiative, which have confirmed their participation.

Agreement on the presidency of the Assembly in a package: LVV proposes that political entities agree on the names of the members of the presidency of the Assembly, the speaker and the deputy speakers, as a single package. According to sources within the party, this proposal aims to avoid mutual conditionality and is in line with the spirit of the Constitutional Court's judgment on consensus and compromise.
Formation of a Committee for Secret Voting : The second proposal of the LVV is the creation of a committee that will organize and supervise the secret voting process for the election of the Speaker of Parliament. Party leaders will be asked to vote for or against the formation of this committee.
Support for secret ballot and alternatives for the Speaker: The third proposal focuses on supporting the secret ballot process for the election of the Speaker of the Assembly. The LVV has proposed Albulena Haxhiu for this post, but so far has not received any commitments from the opposition parties to support her. To build trust, the LVV has pledged to change the candidate if Haxhiu is not elected on the first attempt.
So far, the opposition parties (PDK, LDK, AAK and Nisma Socialdemokrate) have not responded whether they will present new proposals during the meeting. Meanwhile, LVV is trying to convince these entities to reach a consensus that will enable the functioning of the Assembly and resolve the political impasse.
