In Brussels, the meetings within the dialogue between Kosovo and Serbia, at the level of chief negotiators, have ended. There are still no pronouncements on the outcome of the talks during these meetings.

Although European Union sources had said that the goal was for the delegations of Kosovo and Serbia to meet among themselves, a trilateral meeting did not take place.

The meetings started after 9:30 in the morning. Initially, the envoy of the European Union for the dialogue between the two countries, Miroslav Lajcak, had a meeting with the head of the Serbian delegation, Petar Petkovic, which lasted until after 12:00.

Then the meeting with the Kosovo delegation started. Neither the delegations of Kosovo, nor the EU, have provided information about the course of the meetings. Meanwhile, the president of Serbia, Aleksandar Vucic, is also in Brussels, who will hold a meeting with Lajcak.

According to EU sources, there are two main goals that Lajcak will have in the talks with the heads of the two delegations.

The first is the focus on the full implementation of the Agreement leading to the normalization of Kosovo-Serbia relations - verbally reached in February in Brussels - as well as the annex for implementation, agreed in Ohrid in March.

The second goal is to discuss steps to reduce tensions in the north of Kosovo. For this, Kosovo and the EU have agreed in a meeting that Lajçak and Bislimi held last week in Bratislava.

Official Prishtina says it has taken the steps agreed upon, while official Belgrade has not clearly said whether this extension agreement is acceptable to it.

Until now, it has often happened that in the dialogue meetings there are only bilateral meetings between the representatives of the EU and the delegation of Kosovo, namely Serbia.

This also happened in June when the Prime Minister of Kosovo, Albin Kurti, and the President of Serbia, Aleksandar Vucic, were in Brussels. They had separate meetings with EU High Representative Josep Borrell, but not among themselves.

It was the president of Serbia, Vucic, who refused to have a meeting with the prime minister of Kosovo, Kurti. There have been cases when even the chief negotiators have refused to sit in joint meetings. In such situations, EU facilitators discuss sometimes with one, and then with the other party, in an attempt to bring their positions closer together.

The tensions in the north of Kosovo have turned the dialogue process into a crisis management phase and have diverted the focus from the implementation of the Ohrid Agreement.

The situation in the north of Kosovo - an area inhabited by a majority of Serbs - has been tense since the end of May, when the Kosovo Police assisted the new Albanian mayors of Zveçan, Leposaviq and Zubin Potok to enter the municipal buildings, despite the resistance of the local residents. Serbian.

Tensions culminated in violence on May 29, when Serbian protesters in Zveçan clashed with soldiers of the NATO mission, KFOR. Dozens of injured have been reported from both sides. The international community has made Kosovo responsible for the created tensions, while Kosovo and Serbia have blamed each other.

The American envoy for the Western Balkans, Gabriel Escobar, said on Tuesday that he does not see the readiness of Kosovo and Serbia to implement the Ohrid Agreement, although, according to him, it offers extraordinary opportunities for both countries./ REL
