Relations between the United States and the Western Balkans, as well as American intentions in the region, have returned to the spotlight due to two draft laws that directly affect Serbia and US President Donald Trump's idea of creating a "Peace Board".
While two of these issues are part of a broader policy, the third, the draft law on the assessment of discrimination in the Presevo Valley, is directly aimed at Serbia.
At a time when the region seemed to have slipped out of the US focus due to numerous global geopolitical developments, it was announced that Kosovo's president, Vjosa Osmani, had been invited to join the Peace Board initiated by Donald Trump. This move brought American attention back to the Western Balkans, despite the debate over the real weight that such a structure could have in international processes.
Shortly thereafter, the Foreign Policy Committee of the US House of Representatives passed a bill on alleged discrimination against the Albanian minority in the Presevo Valley, in southern Serbia. According to the author, this is further evidence of the influence that Albanians, through their well-organized diaspora and lobbyists with strong political connections, have managed to exert in American politics over the past three decades.
The bill, registered under number 6411, requests the US Secretary of State to prepare a comprehensive report on the situation of minorities in Serbia, with a particular focus on the Albanians of the Presevo Valley.
The document foresees the examination of cases of so-called "address passivation", which, according to critics, can hinder the renewal of documents and the right to vote; restrictions on the use of the Albanian language in public institutions; discrimination in education, including the non-recognition of diplomas from Kosovo and the lack of textbooks in Albanian; as well as the lack of proportional representation of Albanians in public administration.

Ministri i Jashtëm i Serbisë, Marko Gjuriq, ishte takuar me Selfin në fillim të dhjetorit, ku në fokus ishin bashkëpunimi dypalësh, çështjet globale dhe Kosova. Megjithatë, vetëm pak ditë më vonë, Self deklaroi se ishte “thellësisht i shqetësuar për trajtimin e pakicave në Serbi, veçanërisht për pasivizimin e adresave të shqiptarëve në Luginën e Preshevës”.
Ai theksoi se SHBA-ja duhet ta mbajë Serbinë përgjegjëse për t’u ofruar shqiptarëve të atjeshëm të drejta dhe mundësi të ngjashme me ato që Beogradi kërkon për pakicën serbe në Kosovë, duke krijuar kështu një lloj simetrie politike mes dy çështjeve. Self i referohet edhe raportit të Komisionit Evropian për vitin 2025, ku përmenden vonesat në kornizën institucionale për mbrojtjen e pakicave në Serbi dhe ankesat e pakicës shqiptare për mënyrën e verifikimit të statusit të banimit nga policia.
Projektligji duhet ende të kalojë votimin në Senatin amerikan dhe më pas të nënshkruhet nga presidenti Donald Trump.
Interpretimet për këtë nismë janë të shumta: nga krijimi i një mjeti shtesë presioni në dialogun Beograd–Prishtinë, deri te mesazhe paralajmëruese për Serbinë që të rreshtohet më qartë me interesat amerikane, apo thjesht një shprehje e “shqetësimit për të drejtat e njeriut” të shqiptarëve në Luginën e Preshevës.

Një moment i favorshëm politik
Politologu Ognjen Gogiç, në një prononcim për NIN, vlerëson se lobistët shqiptarë kanë ditur të shfrytëzojnë momentin politik. Ai rikujton se vitin e kaluar Kongresi amerikan miratoi Ligjin për Autorizimin e Mbrojtjes Kombëtare, ku përmenden edhe Serbia, parregullsitë zgjedhore të vitit 2023, normalizimi i marrëdhënieve me Kosovën dhe rreziku i ndikimit rus dhe kinez në Ballkan.
Sipas Gogiçit, kjo tregon një qasje më të ashpër të administratës amerikane ndaj Serbisë, çka ka krijuar hapësirë për iniciativa të reja lobuese. Ai shton se përputhja kohore mes këtij projektligji dhe përfshirjes së Vjosa Osmanit në Komitetin për Paqe nuk është e rastësishme.
Ndërkombëtarizimi i çështjes shqiptare
Career diplomat Zoran Milivojevic emphasizes that the main goal of this initiative is to return the Kosovo issue to the American agenda and internationalize the issue of the Albanian minority in central Serbia. According to him, this is a long-standing attempt to create parallels between the position of Serbs in Kosovo and Albanians in the Presevo Valley, introducing this topic into the normalization process between Belgrade and Pristina.
Milivojevic believes that in this process, the Albanian diaspora in the US plays an important role, as do the structures that have traditionally supported the Albanian narrative in American administrations. He emphasizes that, unlike the Serbs, Albanians have acted unitedly on national issues, both in the region and in the diaspora, which, according to him, explains their lobbying effectiveness. /Adapted from nin.rs/
