A former member of the Kosovo Liberation Army, a citizen of Kosovo, was arrested this morning by Serbian authorities, the Organization of KLA War Veterans (OVL KLA) and lawyer Arianti Koci have confirmed.
According to the deputy head of the OVL KLA, Gazmend Syla, the arrest took place on the border between Serbia and Croatia, where during the search, Serbian authorities found the detainee's membership card as a KLA veteran in his pocket.
Gazmend Syla told Radio Free Europe that the arrested person, with the surname Lozhani, has participated in several training exercises in Albania, but according to information available to the OVL UÇK, he has not been engaged on the front lines in Kosovo.
Lawyer Arianti Koci announced that the arrest occurred around 11:00 AM on February 5, emphasizing that this is not an isolated case.
"Arrests of Kosovo citizens transiting through Serbia are recurring," Koci declared.
Koci demanded a reaction from the Kosovo authorities, emphasizing that the protection of citizens cannot remain only at the individual level.
He also did not rule out political measures, including the possibility of a 24-hour border closure, if the arrests continue.
“The effective protection of Kosovo citizens is the responsibility of the state, within and outside its borders,” Koci wrote.
So far, the Ministry of Foreign Affairs and Diaspora of Kosovo has not reacted to this case.
It is not yet known under what specific allegations Lozhani was arrested. However, Serbia has repeatedly arrested Kosovo citizens, mainly on charges of war crimes during the 1998–1999 war in Kosovo. Several such cases were recorded in 2025 alone.
In the 1990s, Serbian authorities considered the KLA a terrorist organization, while for Kosovo, the Kosovo Liberation Army is considered the force that protected the Albanian population from the repression of the Yugoslav armed forces.
