Political deadlock, the 17th session for the constitution of the Kosovo Assembly

For the 17th time, the deputies of the Assembly of Kosovo will gather to continue the session on the constitution of the ninth parliamentary composition resulting from the February 9 elections. The session is expected to start at 10:00.

On Thursday (May 15), ahead of a meeting called by Kosovo's president with representatives of political parties for consultations in an attempt to break the deadlock, lawmakers refused for the eighth time in a row to form a commission to oversee a secret ballot for the new head of the legislative body.

So far, the deputies have only passed two items on the agenda of the constitutive session: the report of the temporary Commission for the verification of mandates and the oath of deputies. But the process has stalled on the third item: the election of the speaker of parliament. Haxhiu of LVV is being considered a divisive figure by two parliamentary parties: the PDK and the AAK.

The nomination for parliamentary speaker is the exclusive right of the election winner, LVV, which insists that Haxhiu deserves to be elected and, although it has sought political agreements with other parties, has ruled out the possibility of bringing forward a candidate other than itself.

The deputies must elect the speaker and five vice-speakers to finally constitute the new Assembly. Only after the Assembly is constituted can the new Government be formed, which also requires 61 votes.
