Publicist Veton Surroi spoke in "Top Story" about the holding of elections in the north of Kosovo and why Albin Kurti does not withdraw.
Asked why Albin Kurti does not withdraw, he said:
"There is a lack of communication of common terms. Their demands have been to leave the special police. I also agree that the special police should not be there. But to reach this stage there should be the same police as in every country Kosovo. This matter is not done only with good will, there is a measurement of the level of security. We must use the moment that the attention is there.
... Now the mediators have entered, because it is not enough for Albin Kurti to announce the elections. The issue is not only whether the elections will be announced, the issue is whether the political parties will participate. Kurti is not responsible for this. Here we have the mediators Eskobar, Lajcak, etc., who are talking to President Vucic, because he is the one who gives the green light to the Serbian list to participate in the elections, but even this is not enough. Kurti has said that Kosovo is committed to holding elections and for this we need a safe environment, a safe process from internationals, we need the agreement of all parties, we need to create the possibility of pluralism and real competition between political parties. It needs an environment where people don't feel intimidated to vote. The moment must be used because the attention is there," said Surroi.
Surroi said that the three plans proposed by the European Union, the reduction of tensions, new elections and entering into dialogue, have already been accepted by Kosovo.
According to him, as far as the Franco-German plan is concerned, it cannot be called an agreement as long as Vucic does not accept all the points.
"The bottom line is that the EU in this case has produced a request of three points, de-escalation, choice and return to negotiations. They are supported points in Kosovo. De-escalation means de-escalation and no need for special police. The North has been a problem in terms of security because there has been no rule of law. In these northern municipalities, there were no free elections, there was intimidation up to the killing of the candidates. How can you hold free elections in that environment. Back to the talks, this is where a sort of running sport of different options has come into play. There is a Franco-German proposal, and it has been accepted by Kosovo and the Kosovar side has offered to sign, but it has been rejected by Serbia. It remains interpretable and as Vucic said, I will take those points from this agreement and will not apply them for internal political reasons. If there is a bilateral agreement and one party says unchoice only a few points, this is not an agreement. Kosovo cannot have an agreement with itself. We cannot enter into a serious negotiation process", said Veton Surroi.
