The Franco-German plan for Kosovo and Metohija fell like a "cardboard house". This was to be expected because it was placed on crumbling foundations.

The situation in the north of Kosovo has reached the peak of instability and it takes very little to "crack" on both sides. The question that arises is whether a meeting between Aleksandër Vucic and Albin Kurti with Josep Borelli next week can change the circumstances.

Political scientist Ognjen Gogiç says for "Danas" that this is the continuation of the process of destabilizing the situation in the north of Kosovo, which has been going on for almost two years. According to him, from the fall of 2021, the north of Kosovo has turned into a testing ground between the Serbian and Albanian sides, who are using increasingly harsh methods. A whole series of provocative moves by both sides have brought the north of Kosovo into a state of permanent crisis that is only deepening.

It is particularly devastating that all of this could have been foreseen and perhaps even prevented, but there was no diplomatic involvement.

" All the indicators of where things were going were there. Until recently, it seemed as if international mediators (Lajcak, Escobar) treated these indicators with ignorance, but recent events have shown that they do not have mechanisms to significantly influence the behavior of the parties. Therefore, they avoided the most sensitive issues, such as the elections and the return of the Serbs in the north of Kosovo to the institutions of Kosovo ", explains Gogiç and adds that the Franco-German plan collapsed like a house of cards.

According to him, this could be expected because it was built on a broken foundation.

" The foundation of that plan should have been the order that was built in the north of Kosovo with the Brussels agreement from 2013". That agreement made it possible to achieve a relative stability in the north of Kosovo, based on the minimum consensus that was established between Belgrade and Pristina on the way of governing that area. That agreement has been completely destroyed, so the war for control in the north of Kosovo is underway ," explains Dana's interviewee.

Asked what development can be expected, he replies that the situation will continue to deteriorate. Things, he says, have gone too far.

" According to the law of action and reaction, any provocative move by one side leads to a radical response from the other side, which leads us into a spiral of conflict. The risk of violent escalation is very real. To avoid it, the serious involvement of the international community is necessary and the longer it waits, the more efforts will be needed to stabilize the situation, concludes Gogic.

And Fatmir Seholi, director of the Institute for the Affirmation of Inter-Ethnic Relations, believes that the situation in Kosovo has reached the peak of instability and that it takes very little to "crack" on both sides.

" I am a lawyer who believes that anyone who has fallen into conflict with the law must answer to justice. There can be no compromise with crime. However, the issue of northern Kosovo cannot be resolved by the police. The north of Kosovo should be resolved only through dialogue. That is why it is urgent to return to the dialogue, because every day will be even more unstable if it is absent ", emphasizes Seholi.

Asked if international mediators and the meeting planned by Borrel for next week could contribute to easing tensions, he replied that it seems to him that the EU is "somewhat powerless" in everything that is happening.
