
The expert of international relations and a good connoisseur of the Balkans, Danil Server, has stated that Serbia is testing the limits of the West and the appeasement technique is being used against it, and therefore concessions are being made in relation to Kosovo in the dialogue process.
In an interview for "Syri TV", he said that neither Kurti nor Vucic have prepared their people for an agreement between the two countries.
" In terms of expectations, I would say that none of the leaders has prepared their country for compromise, but it will be a continuation of the dialogue and we may have some progress, however, I am not yet noticing a big step.
I believe that Vučić should prepare Serbia for what is inevitable, which is the recognition of Kosovo, and Kurti should make efforts to increase the rights for the Serbian population in Kosovo and accept some kind of association of municipalities with a Serbian majority, I don't think that this would happen immediately but would put an end to the dialogue process.
Americans and Europeans are convinced that by behaving well with Serbia, they will bring it closer to the West, although I do not believe that this will happen, on the other hand, Serbia is offering some military aid to Ukraine and they do not want to stop this. Belgrade would go west if the US and EU approached Belgrade directly.

I don't see any sign of a change in Western policies towards Belgrade, but I see dissatisfaction among EU MPs and congressmen towards Serbia's behavior. Belgrade is following the policy of neutrality which means getting closer and closer to Moscow and Beijing and Belgrade is doing this because we have not stopped Belgrade's efforts to get closer to these countries and it is testing the patience of the West in this regard. .
I think that Escobar has been too friendly towards the Serbian position and has not had an equal reaction to Serbia as well as Kosovo even though they had attacked the Kosovars and it seems entirely a policy of appeasement of Belgrade, they do not make any demands regarding Kosovo and the West says that there are some mandatory conditions but you are still allowed to choose what you will fulfill.
The West wants to talk about dialogue and normalization but I see little progress in this direction and dialogue works better when it focuses on technical and not political issues and Serbia should recognize Kosovo while political normalization is not what Serbia wants. All the agreements that have been made must be implemented and I don't think the situation is ready, while Vucic has clearly said that his ambition is to control the Serbs in the North of Kosovo.
Exactly these policies are failing, if two countries ask to meet they are welcome, but meetings and reaching a compromise are failing. The return of the technical issues is related to the return to the previous agreements and I believe that there are new things that should be discussed and the Serbs who are outside the control of the security of Kosovo should be discussed and this issue but also the position of the Albanians in the south of Serbia and I don't see any progress in this direction.
I believe that there are many easy ways to exert increased pressure on Serbia, there should be a continuation of the NATO exercises and I think that we should be stricter towards Serbia regarding the dialogue, but I see a hesitation in this direction.
In a way it is controversial, you can create an association but not of a political character and be recognized in a way by the states. New elections must be held because Belgrade destroyed the last elections and their actions have been criticized to some extent and Serbia has said that if there will be new elections it will encourage the participation of the residents in the elections. Suspending visas would end the dialogue and such a move would be a wrong move ," he said.
