China imposes a 13% VAT on condoms and contraceptives as part of an effort to increase the birth rate, provoking strong reactions.

In a move that is causing controversy at home and abroad, China is preparing to impose a tax on condoms and contraceptives for the first time in three decades as part of its efforts to cope with a shrinking population. From January 1, 2026, these products will be subject to a 13% VAT, ending a tax-exempt regime that has been in place since 1993.

The measure is part of a new VAT law, adopted in 2024 with the aim of modernizing the tax system. However, it is not without note that it coincides with Beijing's ongoing anxiety about a declining birth rate and an aging population.

In recent years, after ending the one-child policy and increasing it to three children per couple, the Chinese government has introduced a series of incentives: financial benefits, subsidized in vitro fertilization, more days of marital leave, and measures to encourage marriage and family formation. The same law even offers tax breaks for childcare services and even dating platforms.
