The Disciplinary Commission has today blocked the market of Dinamo and Tirana teams. Both clubs have arrears towards the footballers and have not paid them according to the deadlines set by the AFL.
As a result, both clubs have been blocked from the market by the Disciplinary Commission, while Tirana and Kukësi have been warned that there will be other measures if they do not settle their obligations to Visar Bekaj and Atdhe Rashit, respectively.
Decisions of the Disciplinary Committee:
1- FK Apolonia, for the wrong behavior of the spectators by throwing objects on the field of play and for not respecting the obligations and regulations of the activity causing delays in the start of the match, based on articles 8/1, 13/2/a, 17/1/b and 17/2/b of KDE, is punished with a fine of 200,000 (two hundred thousand) ALL. Pursuant to Article 76/1/a of KDE, the fine shall be applied at the rate of 50%.
2- The flag bearer FC, for the wrong behavior of the spectators by throwing things on the field of play, based on article 17/2/b of KDE, is punished with a fine of 50,000 (fifty thousand) ALL. Pursuant to Article 76/1/a of KDE, the fine shall be applied at the rate of 50%.
3- The official of Flamurtari FC, Erion Dinaj, for unsportsmanlike behavior towards the match officials, based on article 14/1/j of KDE, is punished with 4 (four) matches suspension from activities.
4- KSSH Veleçiku player, Amarildo Kacaj, for unsportsmanlike behavior towards match officials, based on Article 14/1/j of KDE, is punished with 4 (four) matches suspension from activities.
5- The official of KSSH Veleçiku, Besnik Duli, for unsportsmanlike behavior towards match officials, based on article 14/1/j of KDE, is punished with 4 (four) match suspension from activities.
6- The official of KF Këlcyra, Renis Spahiu, for unsportsmanlike behavior towards the match officials, based on Article 14/1/j of KDE, is punished with 4 (four) match suspension from activities.
7- KF Bylis B, for not complying with the obligations and regulations of the activity causing delays during the match, based on articles 8/1 and 13/2/a, of the KDE, is punished with a fine in the amount of 200,000 (two hundred thousand) Lek. Pursuant to article 76/1/c of KDE, the fine shall be applied at the rate of 10%.
8- The official of KFF Gramshi, Edonisa Aliu, for repeatedly attacking officials of the opposing team, based on Article 14/1/i and 33 of the KDE, is punished with a 15 (fifteen) game suspension from activities.
9- The player of KFF Gramshi, Fleta Musaj, for attacking officials of the opposing team, based on Article 14/1/i of KDE, is punished with 10 (ten) matches suspension from activities.
10- The KFF Gramshi player, Klesta Ago, for unsportsmanlike behavior towards the match officials, based on Article 14/1/j of the KDE, is punished with 4 (four) match suspension from activities.
11- The official of FK Partizani Femra, Aurora Seranaj, for attacking the officials of the opposing team, based on article 14/1/i of the KDE, is punished with a 10 (ten) match suspension from activities.
12- The player of KF Tirana U-21, Rejan Isakaj, for unsportsmanlike behavior towards opposing players, based on article 14/1/b of KDE, is punished with 2 (two) match suspension from activities.
13- The player of KF Tirana U-21, Anxhelo Tahiraj, for unsportsmanlike behavior towards opposing players, based on article 14/1/b of KDE, is punished with 2 (two) match suspension from activities.
14- KF Kinostudio U-16 player, Klevis Guri, for violent behavior towards opposing players, based on Article 14/1/h of KDE, is punished with 3 (three) match suspension from activities.
15- AF Lefter Millo U-13, for failure to fulfill obligations and responsibilities causing the abandonment of a valid match of the Second Category, Regional Zone Gjirokastër, against AF Luftëtari U-13, based on article 16/1 of KDE, is punished with fine in the amount of 100,000 (one hundred thousand) ALL and loses the match on the table with the result 3-0. According to article 76/1/e of KDE, the fine is applied at the rate of 3%.
16- GAIA Sunday League player, Klaidi Shala, for violent and threatening behavior towards match officials, based on articles 14/1/h and 14/1/k of KDE, is punished with 13 (thirteen) matches suspension from activities .
17- Vater 9×9, for violence against the match official, leading to the suspension of the match between Elso Team against Vater, based on articles 6/3/d, 8/1, 16/1 and 17/1/b of KDE, is punished with a fine of 200,000 (one hundred thousand) ALL and loses the match on the table with the result 3-0. According to article 76/1/f of KDE, the fine is applied at the rate of 10%.
18- Vater 9×9 player, Devis Mecollari, for attacking the match officials, based on article 14/1/l of the KDE, is punished with 15 (fifteen) matches suspension from activities.
19- The player of Vater 9×9, Mikael Hasani, for assault and violence against the match official causing the interruption of the match between Elso against Vater, FHF Sunday League Albania, based on article 3/d, 6/2/c, 13 , 14/1/l, 32, 59 and 77 of KDE, is permanently excluded from all football activities organized by the AFL.
20- Opening of the disciplinary investigation for the incidents that happened in the match Primo MFC against Barrikada FC.
21- Acceptance of the request of KF Lushnja player, Fadil Meta, suspension of the remainder of the sentence. The period of conditional suspension, pursuant to article 34/1 of KDE, will be 6 (six) months.
22- FC Dinamo City, for failure to execute decision no. 14, dated 15.03.2024 of the National Chamber of Dispute Resolution, based on article 29/1/c of the KDE, a ban on the registration of new players is imposed for 3 (three) registration periods until the full payment of the obligation.
23-KF Tirana, për dështim në ekzekutimin e vendimit nr. 13, datë 19.02.2024 të Dhomës Kombëtare të Zgjidhjes së Mosmarrëveshjeve, në bazë të nenit 29/1/c të KDE, vendoset ndalimi i regjistrimit të lojtarëve të rinj për 3 (tre) periudha regjistrimi deri në pagesën e plotë të detyrimit.
24- Pranimin e kërkesës së kërkuesit Visar Bekaj. KF Tirana, për dështim në ekzekutimin e vendimit nr. 18, datë 25.07.2024 të Dhomës Kombëtare të Zgjidhjes së Mosmarrëveshjeve, në bazë të nenit 29/1/b të KDE, i jepet një afat paralajmërues prej 30 (tridhjetë) ditësh për të ekzekutuar vendimin.
25- Pranimin e kërkesës së kërkuesit Atdhe Rashiti. FK Kukësi, për dështim në ekzekutimin e vendimit nr. 26, datë 25.09.2024 të Dhomës Kombëtare të Zgjidhjes së Mosmarrëveshjeve, në bazë të nenit 29/1/b të KDE, i jepet një afat paralajmërues prej 30 (tridhjetë) ditësh për të ekzekutuar vendimin.
26- Pranimin e kërkesës së kërkuesit Akademia e Futbollit Pepa. KF Tirana, për dështim në ekzekutimin e vendimit nr. 5, datë 15.08.2024 të Komisionit të Posaçëm i Kompensimit për Trajnim, në bazë të nenit 29/1/b të KDE, i jepet një afat paralajmërues prej 30 (tridhjetë) ditësh për të ekzekutuar vendimin.
27- Rrëzimin e kërkesës së lojtarit të FC Mallakastra, Ledjan Kapllanaj, si të pabazuar në Kodin e Disiplinës dhe Etikës.
28- Rrëzimin e kërkesës së lojtarit të Vila L MFC, Rigers Mersini, si të pabazuar në Kodin e Disiplinës dhe Etikës.
29- Rrëzimin e kërkesës së lojtarit të KF Oriku U-17, Endi Suloj, si të pabazuar në Kodin e Disiplinës dhe Etikës.
30- Rrëzimin e kërkesës së lojtarit të KF Oriku U-17, Elis Xhuvelaj, si të pabazuar në Kodin e Disiplinës dhe Etikës.
31- Rrëzimin e kërkesës së lojtarit të KF Oriku U-17, Elios Kazheli, si të pabazuar në Kodin e Disiplinës dhe Etikës.

The Commission of Discipline and Ethics after becoming familiar with the relationship of the Technical Secretariat, the correspondence with the Elbasan Local Police Directorate regarding acts of violence in the match of Abissnet Superiore, AF Elbasani - KF Bylis held on 04.12.2024 at 16:30 at the stadium "Elbasan Arena" and with the Local Directorate of the Tirana Police regarding the acts of violence in the match of the National Championship of First Category KF Vora - Flamurtari FC held on 02.12.2024 at 13:30 at the "KF VORA" stadium, where violations of the legal provisions of article 48 et seq. of Law 79/2017 "On Sports" as well as after reviewed the submitted documentation and discussed the issues as a whole based on article 59 et seq. of the KDE
Set:
To prohibit the following persons from entering the football stadiums of the Republic of Albania where activities organized by the AFL are held for an unlimited period of time:
Danjel Ylli Ahmeti.
Mateo Edmond Maraj
Based on Article 7 of the KDE, all members of the AFL who manage football stadiums are instructed to guarantee the implementation of this decision.
A copy of this decision should be forwarded to the State Police.
