Pierluigi Collina, in an interview given to "La Repubblica", has emphasized that the penalty kick rule during a match should be changed. The famous former Italian referee underlines that the ball should not be taken again if the goalkeeper has saved the attacker's first shot.
This is because the goalkeeper is always at a disadvantage when a penalty is awarded, as the chances of a player being accurate from the penalty spot are 75%. Among other things, the president of the FIFA referees committee and one of the best referees to have officiated on the field states that goalkeepers should complain and penalties should be treated the same as in extra time, where only 1 shot is allowed.
" I believe there is an excessive gap between the opportunities available to the striker and those of the goalkeeper.
On average, 75% of penalties have already been scored, and often, the penalty kick is a greater chance of being scored than of being missed.
In addition, the attacker is given another chance to hit the ball back from the goalkeeper. In my opinion, goalkeepers should complain.
I have already mentioned this in the discussions we have had at IFAB. One solution is the “one shot” rule. Like in penalty kicks after extra time.
