FIFA is considering strengthening the role and authority of referees ahead of this summer's World Cup, with the aim of reducing shirt-pulling and chaotic situations in the penalty area, particularly during set pieces.

According to the British daily "The Times", the refereeing chiefs at FIFA have held discussions about establishing a stricter approach to fouls that occur during corner kicks and free kicks. The main objective is to guarantee more order in the most problematic moments of the game and avoid controversial episodes during the tournament.

This tougher line has already been communicated to the coaches of the 48 participating national teams. Referees are expected to be asked to be less tolerant of goalkeeper blocks and shirt holding in the area.

Among the proposals discussed is the possibility of the attacking team being awarded a free kick if a corner kick is disrupted by a foul committed before the action takes place.

Meanwhile, the International Football Association Board (IFAB), the body responsible for changes to football's laws, is expected to address the issue in the long term. However, official changes to the regulations are not expected to come into effect before the start of the World Cup.

FIFA aims to intervene in time to avoid the final phase of the tournament being marred by controversy and controversial decisions in the penalty area, a problem that has often caused debate in international competitions.
