The SPAK file on international drug trafficking and money laundering includes photographs from the meeting on the island of Aruba. According to Pamphlet sources, the person close to the prime minister, mentioned as a connection to the executive, is suspected to be Engjëll Agaçi, former Secretary General of the Prime Minister's Office.

The meeting, held on the Caribbean island of Aruba, is no longer just a story rumored in the media or in investigative books about the Albanian mafia. It is now documented in the investigative materials administered by SPAK, which also include photographs of the people suspected of having been present.
The documents in the file mention names such as Artur Shehu, Adrian Rama, Erjon Rama, Elton Memeti and Bashkim Osmani. According to the decision of the Special Court, Artur Shehu, Adrian Rama and their associates have held meetings outside Albania, including in Spain and Aruba, while they have also communicated for contacts with senior Albanian state officials.
This part remains the strongest point of the dossier: who were the Albanian officials mentioned in the communications and what role did they allegedly have in discussions about investments in Albania?
Investigative journalist Artan Hoxha, who has spoken for years about the existence of this meeting, has stated that the materials he has seen and the information he has received from the Belgian authorities speak of not one, but two people connected to Albanian politics and the executive.
" In fact, according to the data I have learned, there is talk of two. One person who was a member of parliament at the time, and the other person who is identified there as a very close person to Prime Minister Rama. So a person who also represented the executive branch ," Hoxha declared.
According to him, the names have not been made public in the Albanian file, but the role of one of the individuals is described as being related to the possibility of facilitating investment procedures in Albania.
" A person who also represented the executive, that is, who could help in the agreements that would be made for the business, because since it was a business, it would be invested in Vlora. How would it be invested in that area, what documentation would be completed ," said Hoxha.

The one who previously provided details about the meeting was the Italian journalist Nello Trocchia, author of the book "Invincibili. The Albanian mafia from Rome to the conquest of the world."
According to the published passages, Italian investigators had documented that from January 24 to 31, 2019, key figures of a criminal organization met on the Caribbean island, where Artur Shehu was also located, while the documents also mentioned unidentified representatives of the Albanian government.
At the center of the discussions, according to these materials, were suspected to have been business projects, construction permits, and investments in Albania.
On the phone, caught by wiretaps, friends of the group talk about this meeting and the presence of high-ranking figures of the executive headed by Rama. Even the German police confirm the meeting on the island, where it is said that “Genci Hamzai (alias Alfredo Hamzai)”, who carries out drug trafficking, was present. Many names. Some unknown, others eminence. And at the heart of it all, he, the Shehu-Emperor.
“ It is worth remembering that Shehu Artur, according to public sources, is also presented as the undisputed leader of an Albanian criminal organization with roots in Europe and the United States, for this reason,” the investigators write, “the Albanian politicians have chosen to hold the meeting in a secret location (such as the Netherlands Antilles), where no visa is required for entry.” The goal? “To establish a trade agreement where Albanian leaders would grant construction permits for ‘a large tower in Tirana,’ the territory belonging to the two criminal groups ,” the book states.

Ky takim eshte zhvilluar qysh ne vitin 2019, dhe SPAK e ka mbajtur qellimisht ne sirtar kete dosje. Perse SPAK nuk i filloi hetimet e ketij korrupsioni gjigand para zgjedhjeve te vitit 2025?! Altin Dumani ne krye te SPAK ka mbrojtur Edi Ramen dhe i ka dhuruar mandatin e 4. Per fatin tone te keq SPAK ka shmangur Ramen nga cdo hetim te mundshem dhe vazhdon e mban kete qeveri ne pushtet!
