Der Bericht, der Mirela Kumbaro erpresst. KLSH dokumentiert, wie 802 Hektar Land in Butrint mit Kumbaros Unterschrift in den Besitz von Gjergj Luca und Freunden von Edi Rama gelangten…
Während die ehemalige Ministerin Mirela Kumbaro zur SPAK vorgeladen wird, enthüllt der Bericht des Obersten Staatsrechnungshofs, wie 802 Hektar des Butrint-Nationalparks stillschweigend an private Interessen übertragen wurden. Im Zentrum des Komplotts: der Geschäftsmann Gjergj Luca, der heute mit einer einzigen Firma ein einzigartiges, verbotenes Naturerbe kontrolliert.*
Erster Akt: Die Firma, die 802 Hektar verschwand
Im Januar 2022 verabschiedete der Ministerrat auf Vorschlag von Mirela Kumbaro den Ministerratsbeschluss Nr. 59. Mit diesem Beschluss wurde der Butrint-Nationalpark von 9.424,4 Hektar auf 8.622,2 Hektar verkleinert.
Die ALSAI kam zu dem Schluss, dass diese Entscheidung ohne wissenschaftliche Grundlage getroffen wurde: „In den vorgelegten Berichten wurden die Gründe, die die Durchführung dieser DCMs erforderlich machten, nicht klar und umfassend dargelegt.“
SPAK sollte fragen: Warum schlug Mirela Kumbaro ohne jegliche Begründung vor, ein Schutzgebiet von internationaler Bedeutung zu verkleinern?
Gjergj Luca, der „Pascha“ des Rrëza-Sees (Bufit)
Am schwerwiegendsten von dieser territorialen „Entwurzelung“ betroffen ist der Rrëzë-See (oder Bufit-See), ein Naturdenkmal mit milchigem Wasser, einzigartig in Albanien, gespeist von Bergsalzwasserquellen und Süßwasser. Dieser Lebensraum beherbergt eine Fischart, die nirgendwo sonst im Land vorkommt.
Der KLSH-Bericht stellt fest, dass etwa 16 Hektar dieses Sees künstlich außerhalb der neuen Grenze des Schutzgebietes verlegt wurden. Mit dieser Grenzverschiebung geriet dieses Naturgut unter die stille Verwaltung von Gjergj Luca.
Das ist kein Zufall. In derselben Gegend kontrolliert Luca bereits ein großes Gebiet, das den See, die Verbindungskanäle und die umliegenden Ufer umfasst. Was einst ein streng geschütztes Naturdenkmal war, wird nun ohne jegliche rechtliche Beschränkungen abgebaut.
Die KLSH beschreibt die Absurdität folgendermaßen: „Dieses einzigartige Naturdenkmalgebiet umfasst außerhalb seiner Grenzen etwa 16 Hektar Lagunen… die aufgrund mangelnder Kommunikation… als Seen bekannt sind.“ So wurde ein Naturdenkmal von der Landkarte gerissen, und das abgetrennte Stück landete in den Händen eines Geschäftsmannes.
SPAK sollte untersuchen: Welche Kommunikation fand zwischen Mirela Kumbaro und Gjergj Luca während des Grenzprüfungsprozesses statt? Wer profitierte direkt von dieser kartografischen „Korrektur“?
Resorts, die die UNESCO herausfordern
The removal of 802 hectares is not the only environmental crime in Butrint. During the audit, the KLSH found that the protected area is home to unauthorized construction and structures that conflict with the status of the National Park.
According to the materials provided, a construction by the AlbStar company (O.Rama), built on concrete foundations, literally stands on top of a 2500-year-old ancient wall. This investment, carried out during the time of Kumbaro, constitutes a direct violation of the UNESCO World Heritage Site.
Here too, the SAI finds serious inconsistencies: the management plans that should regulate any construction in this area are missing or have lost their validity. "The lagoons in the country, part of the network of protected areas, do not have valid management plans," the report states, adding that any activity carried out in them must be in accordance with these plans.
Another part of Butrint, the Vivari Canal, remains under the exclusive fishing rights of Klement Balili, a permit also signed by Mirela Kumbaro.
Armando Subashi, the mayor of Fier who is known as the owner of the Narta lagoon, has put up for sale the fishing ponds and, according to the 24th finding of the Albanian Supreme Audit Institution, opposes the inclusion of the Petriti lagoon in a protected area. This freshwater lagoon is a vital point in the Adriatic-Ionian corridor, one of the three global highways of migratory birds. For Subashi, hunting is a sport and lobbying with his powerful keeps him untouchable.
This same report by the Albanian Supreme Audit Office documents the environmental and financial crime of the Vlora Airport, the 500 hectares of pomegranates belonging to Edi Rama's Russian friend, Oleg Deripaska, the bar built on a natural monument in the Patoku lagoon, as well as the permits of the National Territorial Council signed by Kumbaro and Rama: decision no. 3, dated 23.10.2019, for the robbery of the lands of the residents of Baks-Rrjoll through the Gener2 company of Bashkim Ulaj, and decision no. 9, dated 08.02.2017, for Bexhet Pacolli in Divjaka.
Violation of the Ramsar Convention and the call for justice
Kumbaro's decisions do not only violate Albanian laws. Butrint is a protected area under the Ramsar Convention. The Albanian Supreme Audit Office calculates that Albania, with this action, has unjustly reduced the Ramsar area by 643.32 hectares, without notifying the Convention Secretariat. "This reduction is a violation of international conventions, which may result in penalties," the report warns.
Now that Mirela Kumbaro is before SPAK, these facts cannot be ignored. The KLSH report provides a strong evidence base that 802 hectares were not removed for public interest, but to pave the way for specific beneficiaries. /Pamphlet

Nese Putini do te informohej per 200 rrenjet e sheges ne gropen e " Salt", nuk do ndihej mire.. Luca po ashtu, mbase do luante rolet ose ne " Shtepine tone" ose " Toka jone".. Kumbara i bekoi me " Salt" e Trump!
Prandaj paskan vendosur tableat aty ne Narta edhe ne gjuhen e greqirve sllavomongol, aty ku nuk ka fare greqirë...sepse ndikimi i Subash klushit qenka i madh. Si duroni keshtu, o shqiptarë!
