However, as March draws to a close, work on the third segment of the road has been delayed by another five months. In a response from the Albanian Road Authority (ARRSH) to Citizens.al's request for a timeline for the work, it was clarified that it will be completed by the end of the summer.
"For Segment no. 3, the works are expected to be completed in August 2025, and after this period the road will become accessible to citizens," said the ARA in response to the request for information.
According to the ARA, works on the third segment of the road were suspended in August 2019 due to lack of funding.
"After the new loan agreement became effective, works resumed in August 2023 ," it is further emphasized.
In November 2024, the ARA opened another tender for the completion of works on lot zero, which means the entrance to the Qukës-Qafë Plloçë road. With a deadline of six months, the winning company “Albavia SHPK” will carry out works on horizontal and vertical signage, road safety and lighting, with a value of 246 million lek (excluding VAT).
So far, the works in the first and second lots have been completed at 92%.
"In section I, the entire length of the contract has been asphalted, except for the three Terramesh walls that are in process, which are the last structure for its completion. In section 2, 12.8 km out of 15.8 in total have been asphalted and works from Km18-Km 21 are in progress, as well as the electro-mechanical works of the tunnels," it is specified in the ARA's response, while it is expected that the works for these two lots will be fully closed on May 31, 2025.
In total, including additional financing provided by the Islamic Development Bank, the value of the first lot is close to $74 million and the second lot is $95 million.
Meanwhile, 81% of the works have been completed for the third lot financed by the Saudi Fund for Development. According to the ARA, this lot is worth 66 million dollars.
"For Segment No. 3 of the project: "Qukës-Qafë Plloçë" the limit fund was US$ 50 million, of which only US$ 25 million was included in the Loan Agreement, the rest was supplemented by the New Loan Agreement dated August 10, 2022"
Promise after promise, 16 years for 43.3 km of road
16 years ago, before the 2009 elections, former Prime Minister Sali Berisha promised the construction of the Qukës-Qafë Plloçë road.

Pas përfundimit të zgjedhjeve, ish-Kryeministri Berisha preu shiritin e nisjeve të punimeve. Projekti u cilësua më vonë “një vijë pa studim dhe me gabime teknike” nga ekspertët e Autoritetit Rrugor Shqiptar.
Projekti ishte hartuar me buxhetin e shtetit, por pas ndërprerjes së punimeve dhe pamundësisë financiare, për të u mor kredia e parë në vitit 2013 nga ish-ministri i financave të asaj kohe Ridvan Bode.
Huaja, e cila synonte të përfundonte veprën infrastrukturore u mor nga banka Islamike për Zhvillim dhe Fondit Saudit për Zhvillim, ndërsa kishte një vlerë totale prej 125 milion dollarësh.
Me ardhjen në pushtet të Partisë Socialiste dhe Kryeministrit Rama, projekti u rishikua, duke shtuar kësisoj kosto të tjera financiare.
“Ato pra, rrugët e Saliut. Projekte të gjitha për tu riparë nga e para me hatara të mëdha topografike, gjeologjike, inxhinierike”,-u shpreh Kryeministri Rama gjatë një inspektimi të punimeve të rrugës në vitin 2017.
Punimet nisën zyrtarisht në vitin 2015. Në 2018-ën, ish-ministri i Infrastrukturës dhe Energjisë, Damian Gjiknuri ndërsa inspektonte punimet premtoi se kjo rrugë do të ishte funksionale në vitin 2019.
“Kompanitë po bëjnë një punë të mirë dhe me zgjidhjet e problemeve të mbetura të projektit, besoj kjo rrugë do të jetë funksionale në vitin 2019 duke plotësuar këtë segment të rëndësishëm duke afruar Korçën me Tiranën”,- u shpreh Damian Gjiknuri në vitin 2018.
Mirëpo, edhe pas përfundimit të këtij afati rruga nuk mbaroi.
Në shtator të vitit 2020, në foltoren e Kuvendit,Ministrja e Infrastrukturës dhe Energjisë, Belinda Balluku deklaroi se për të përmbyllur punimet nevojiteshin edhe 105,8 milionë dollarë. Nga këto para, 56,8 milion dollarë për lotin e parë dhe loti ne dytë dhe 49 milion dollarë për lotin e tretë.
Në 2022-in kur Qeveria shqiptare mori një tjetër hua nga Fondi Saudit i Zhvillimit me vlerën 49 milionë dollarë për të përfunduar lotin e tretë të rrugës. Lot ky, i cili nuk ishte parashikuar në projektin fillestar.
Sipas Autoritetit Rrugor Shqiptar (ARSH) kostoja fillestare për lotin e parë dhe të dytë ka qenë përkatësisht 38 milion dollarë dhe 63,1 milion dollarë. Ndërsa sot, loti i parë ka shkuar 74 milion dollarë dhe loti i dytë 95 milion dollarë.
Sa i takon financuesve, sipas ARSH, nga buxheti i shtetit drejtpërdrejt u financuan vetëm 2.9 kilometra. Ndërsa për lotin e parë dhe të dytë, përkatësisht 30 kilometra, financues ka qene Banka Islamike për Zhvillim. Për lotin e tretë, 10 km financimi është nga Fondi Saudit për Zhvillim.
