With Decision No. 149, dated March 6, 2025 "On the approval of cadastral areas in which the cultivation of the cannabis plant is permitted", the government has designated 138 land plots in the districts of Shkodër, Dibër, Fier, Vlorë, Elbasan, Gjirokastër, Kukës and Tropojë.

The government has designated the plots where cannabis will be cultivated in areas where well-known names in the underworld of trafficking are located, who have connections to the Socialist Party and personally to Prime Minister Edi Rama, used as "supreme leaders" in electoral campaigns.
It is no coincidence that the plots for drug cultivation have been designated in areas of Shkodra where the "estate" of the gangs of this city are located, and in Malësia e Madhe, which has been the "estate" of the "non grata" Tomë Doshi for 20 years.
In the Gruemirë Unit of Malësia e Madhe, Babloku has designated 11 plots for cannabis cultivation in Gruemirë, Boriç, Gjormë, Grudë-Fushë, Grizhë, Vajush, Mëshqerre, Omarre, Rrash-Kullaj and Vorfe, where not coincidentally, Tomë Doshi and his gangs have private lands and have taken state lands for use, but also 6 plots in the Postribë and Rrethina administrative units.
Babloku designated 20 cannabis plots in Tropoja, which, not coincidentally, are owned, leased and under "canonical" control by the arrested mayor Rexhë Byberi, his family and drug clan, specifically in Bajram Curri, Bujan, Blladë, Dushaj, Fierzë, Dojan, Rosnje, Selimaj, Degë, Babinë, Ljufgaj, Jaho Sali, etc.; where the plots are also owned by Sali Berisha's family, in-laws and clans.
Within the list for drug cultivation, there are also 5 plots in the Kalaja e Dodës Administrative Unit in Dibër, in areas known as "manors" controlled by trafficker Ymer Lala, known as the "strongman" of Bablok and the SP in electoral campaigns.
In the Fajzë Administrative Units of Has and the Bushtricë and Kalis Units of Kukës, Babloku has designated 13 cannabis plots, specifically in areas known as the "manors" of the "Dauti" gang, led by the mayor of Has, democrat Miftar Dauti, and former SP mayors, Liman Morina and Adem Lala, who have put aside party colors and have joined forces for 20 years in drug cultivation in Has.
In the drug business, Babloku gave 9 plots to the Cërriku gang led by businessman Eral Myftaraj, partner with former minister Bledar Çuçi.
In Cakran, Fier and Mallakastër, Babloku has designated 4 plots, within the "manors" controlled by Ben Qimja and Trifon Murataj of "Bana King"; while in Elbasan, he has designated 6 plots of 5-8 hectares, in areas controlled by the Çapja and Çopja gangs; while Babloku has designated 39 plots for cannabis cultivation in Delvinë, Finiq and Këlcyrë, which are controlled by the strongmen there.
