
Five years after the earthquake of November 26, 2019, 18 families of building 136 in Laç continue to live in fear in the building damaged by the calcified earthquake with damage level DS4.
They have turned to the Fiks Fare show, since the Municipality of Kurbini has not responded to their requests regarding the repair of the building. Or in most cases, they have been told that there are no funds. Meanwhile, the fund was sold in the amount of 19 million ALL.
On this occasion, the filming group of Fiks Fare traveled to the city of Laçi to see the condition of building 136 up close.
Residents who continue to live there say that until five years ago, 18 families lived in this building, but since its damage by the earthquake, only a few of them live in this building. The reason is that some of the apartments are uninhabitable, because the columns and pillars that support the building are disconnected from each other. "It is enough to blow a strong wind and the building shakes," say the residents. A very disturbing thing for them was the interruption of rent bonuses for two years, bonuses which belonged to every family affected by the earthquake, until the end of the reconstruction of the building.
Residents say that 1 month ago there was a company that had placed the scaffolding around the walls of the building. The company had started doing only the plastering of cracks that are visible from the outside. Regarding the damaged pillars of the main columns of the palace, no intervention was made. moreover, the firm claims that the residents worked only 1 day.
Fiks Fare in relation to this complaint of the residents was addressed to the Department of Planning, Control and Development of the Territory at the Municipality of Kurbin to learn about the reasons for not intervening in building No. 136 with DS4 damage level.
In its response, this directorate clarifies that the reason for the delay in starting the works in building 136 is its positioning between 2 other buildings, since the owners of the first floors have prevented intervention in these premises.
This building, according to the municipality, has been subjected to in-depth analysis by the Construction Institute, which has also drawn up the project for its reinforcement.
Also, the Kurbin Municipality clarifies in its response that the rent bonus for these residents has been discontinued, as the Ministry of Finance stopped subsidies for the rents of people damaged by the 2019 earthquake. For this reason, the municipality has removed the bonus from April 2023. Meanwhile, this same municipality claims that the fund for strengthening the palace has been allocated in the amount of 19 million ALL, excluding VAT. But the works have not started yet.
Only two days after the interest of Fiks Fare in the Municipality of Kurbin, the latter started the works to reinforce the columns of the palace. These works will take place in two phases, the first phase - the reinforcement of the damaged columns and the plastering of the building, and the second phase, the intervention inside the building for the renovation and reinforcement of the damaged corridors and apartments./ FiskFare
