21 inspections in courts and prosecutor's offices by ILD, not even SPAK is

The Office of the High Inspector of Justice has intensified its work to monitor and analyze the functioning of the judicial and prosecutorial system in the country. During 2024, 6 thematic inspections were finalized with 54 recommendations, while the total number of inspections conducted since the establishment of the institution has reached 21 inspections, 12 of which have been completed and published on the official website of the ILD, with 118 recommendations in total.

These ILD inspections have focused on various aspects of the functioning of courts and prosecutors' offices, including the handling of requests for "parole" by 15 first instance courts and 5 former courts of appeal, personal security measures for the criminal offense of illegal possession of weapons in the prosecution offices of Fier, Shkodra and Vlora, as well as the implementation of general instruction no. 12 of the Prosecutor General in several prosecution offices.

The focus has also been on controlling the allocation of cases by lottery and the functioning of the electronic system in courts, the practices of replacing prosecutors and assigning cases, including in SPAK, and the procedures for announcing and justifying decisions, especially in the Tirana Judicial District Court and the Administrative Court of First Instance, reports "A2CNN". 

The ILD has acted on the basis of the annual inspection plan and requests from institutions such as the Supreme Court, the Constitutional Court, the Ministry of Justice and the Attorney General. The findings of the reports serve as the basis for legal recommendations, administrative actions and possible disciplinary investigations.

Thematic inspections on topics such as the allocation of cases by lot, the procedure for justifying decisions, or the replacement of prosecutors will continue to be repeated in the coming years, with the aim of providing the most complete picture of the situation in the justice system.

This in-depth audit demonstrates the ILD's commitment to a more transparent, impartial and accountable justice system, where no one, including special structures such as SPAK, is excluded from institutional attention.
