In addition to the direction from the court, for deepening the investigations of the SPAK prosecution, in property and corruption verifications, of the former Minister of Health Ilir Beqja and the former Minister Shkëlqim Cani, there are also four other names, officials of the Public Procurement Commission that are being investigated .
"Ora News" has learned that the 4 people who are under investigation are called Gentian Kiri, former chairman of the Public Procurement Commission, Spiro Kuro, deputy chairman of this commission and two members Leonard Gremshi and Hektor Balluku.
All 4 of these people, the two former ministers, other officials in the Ministry of Health and the concessionaire company "Sani Service", are being investigated by SPAK, after a binding decision by the court to deepen the investigative actions.
According to this document, the 4 officials of the KPP are the people who on September 23, 2015 considered the complaint of the Union of Economic Operators, "Action Laundry", "SSI", "Mario Gugliemo" and "Brema Ambiente", these companies are ranked losers in the race for the sterilization concession.
The union of these companies required the KPP to annul the May 2015 decision of the Concession Granting Commission at the Ministry of Health, to the winning companies led by "Servizi Italia" and "Investital" of Ilir Rrapaj.
According to the complaint of "Action Laundry", it was estimated that the consortium led by "Servizi Italia" Spa, which was classified first, offered the service for 1 year in the amount of 1 billion ALL, against the offer of 753 million ALL offered by the group of operators led by "Action Laundry", which ranked second.
The company based in Durrës claimed that the difference for 1 year amounts to 250 million ALL, or for 10 years a value of 2.5 billion ALL less spent (17.8 million euros).
But in September 2015, the KPP partially accepted the complaint of "Action Laundry" and asked the Ministry of Health to re-evaluate the offers, after noticing that the collection of points in the first evaluation had mathematical errors.
The four members of the KPP argued in the 46-page decision that:
"...respecting the principle of transparency and equality as two of the main principles of the development of the concession granting procedure, the contracting authority (Ministry of Health) made a mistake in the arithmetical collection of points in total... As above, the Public Procurement Commission judges that the contracting authority in the reevaluation of the procedure must also perform the correct arithmetical collection of the points given to the economic operators participating in this procedure...".
After this binding decision by the KPP, the point collection procedure was held on September 28, 2015 at the Ministry of Health. And on this very day, the winner was announced, which was once again the union of operators "Servizi Italia".
But surprisingly, this time this company received more points than in the first assessment.

Pas këtij vednimi në muajin dhjetor 2015 Ministri Ilir Beqja, ka firmosur kontratën koncesionare, duke kthyer koncesionin e sterilizimit të paisjeve kirurgjikale, kontratën më të shtrenjtë të partneritetit publik privat të qeverisë “Rama” në sektorin e shëndetësisë.
Kjo kontratë deri në fund të vitit 2022, i ka kushtuar taksapaguesve shqiptarë, rreth 76 milionë euro.
