New details have come to light from the affair in the Tirana incinerator, while it is known that the data extracted from Klodian Zoto's computer have, according to SPAK, broken down his connections with the officials of the Ministry of Environment, but not only.
Zoto is one of the businessmen who won 3 concessions for the construction of incinerators in Albania.
SPAK issued 15 security measures and arrested officials of the Municipality of Tirana and the Ministry of Environment, among them the former minister Lefter Koka and the former Secretary General Alqi Blako.
Referring to the emails of the citizen Klodian Zoto, SPAK says that it found connections between Bllakos and Zotos. Connections confirmed by the testimony of the citizen Vladimir Bezhani, who according to the investigations turns out to have been an external adviser to the former minister Lefter Koka, and at the same time an employee in Zoto's company.
However, he says that the former General Secretary, Alqi Blako, found him the job in this company.
"The former General Secretary of the Ministry of Environment, Alqi Blako, suggested that I be an external adviser to the minister, but since I would not be paid by the Ministry, he told me that in order to receive the salary, he would hire me at the company of Klodian Zotos, "Integrated Technology Services" Sh.pk where I was employed from 2014 to 2021. Until 2017 I did not have a contract. I signed the contract after the incinerator delivery procedure was completed."
The email data, according to SPAK, show how letters and replies to other Ministries or the Municipality were compiled and consulted with Klodian Zoton by the officials who were part of the selection committee.
The same emails also confirm that Klodian Zoto and Mirel Mërtiri were behind the company that won the concession, the latter making suggestions for the project that led to increased costs.
As SPAK advanced with the investigations, the legal representatives of the company that was carrying out the works for the Tirana incinerator, Integrated Energy Bv SPV, appealed to the Supreme Court and requested release from the sequestration. On Monday at 10:30, the Special Court will hold a hearing on the security measure for the 15 interrogators, some of whom have previously denied the charges.
