KLSH has discovered numerous violations with the projects at the Academy of Sciences...
Crime of theft at the Academy of Sciences. Skender Gjinushi seems to be following the same path as his predecessors, as he and his colleagues are doing everything possible to fill their pockets with Academy projects. The findings were given by the High State Control, which conducted an audit for the period 2020-2023. In this audit, countless violations were discovered.
According to KLSH, during the field audit, for the entire audit period, no documentation was made available regarding the preparation of the project - the annual budget, as one of the functional duties of the Presidency.
" For the year 2021, there is no document of the meetings held by the GMS, where members of the Presidency are part of it, for the preparation of the annual draft budget. For the period 2022-2023, it was established that at the end of the meetings held, the minutes of the meetings were not kept for the respective decisions of each meeting, which should have been recorded by the secretary and made available to the management of the public unit, actions in violation with Article 27 of Law no. 10296, dated 07.08.2010 "On financial management and control" , the report states.
From the audit, it is found that in the agenda approved by the chairman with no. 421 prot., dated 17.06.2021, discussions are not planned for the approval of some amendments to the Statute and the regulation "On the scientific awards that are awarded by the Academy of Sciences and on the way of organizing their competitions", this action is contrary to the article 8, item 1 of Law No. 8480, dated 27.05.1999 "On the functioning of the Collegial Bodies of the State Administration and Public Entities". With the Decision of the Assembly no. 47, dated 21.07.2021, circular decision, amendments to the Statute have been approved, contrary to Article 27, point 1, of the Statute, where the changes to the amendments to the Statute are not included in circular decisions of the Assembly. So this decision was made contrary to the statutory provisions.
But the biggest abuse is with projects. From the field audit for the projects financed by the Academy, it was found that:
- In the Academy of Sciences in 3 cases, it turns out that the provisions of Article 45 "Short-term Units", point 2 of the Statute of ASH approved by Assembly Decision no. 22, dated 18.10.2019, amended, as there are no reports on the status of each phase of the study, as well as a budget to argue the financial needs (respective from each project for each phase) in order to approve their continuity or not ; For the projects of the Nanotechnological Research Center NanoAlb, which extend the activity respectively in the laboratories of the Faculty of Natural Sciences, the Physics laboratory at the Polytechnic University of Tirana and in several universities in Kosovo, referring to the data made available to the auditors, it results that 5 projects have been carried out , for the period 2022-2023 who maintain the status in the process, with a total value of expenses until the end of 2023 of ALL 9,048,239.
1.1 Audit findings:
From the audit of the reports sent to ASH by the work team on the project " Sero-epidemiological study of the immune status to the SARS-CoV-2 virus in the Albanian population " directed by Mr. GS, completed all 4 phases of the study with a total cost of ALL 24,163,492:
- There is no managed track of communication with the responsible institutions (Ministry of Health and Social Protection, Institute of Public Health or other institutions that dealt with the management of the pandemic) to coordinate the work or give orientations/suggestions referring to the study, defined in the project proposal for the study "Phase III of the study of the seroprevalence of antibodies, anti-SARS-CoV-2 and the immune response to this virus in the Albanian population", date 05.11.2020; point 1 "The importance of the study", paragraph 2.
1.2 Audit findings:
From the audit on the justifying documentation related to the pilot project " Selection of plum plant material, controlled by viruses according to the protocol, for the creation of the pilot plant through health and micropropagation, in function of the beginning of the certification of planting material, VITROCERT " directed by Ms. EK, leader of the project, its preliminary cost until the end of 2023 is ALL 2,323,798.
The first phase was completed in 2022 with a value of ALL 867,600. The second phase continued with the status of the process until the end of 2023 with a value of ALL 1,456,198. It was concluded that:
- At the end of the first phase, " Vitrocert 2 - 2022 ", there is no documentary trace of the final result (report) from this project. In the absence of basic, argumentative and necessary justifying documentation in terms of financial documentation, a value of 23,387,530 ALL (21,063,732 ALL for the Seroimmunology project, 2,323,798 ALL for the Vitrocert project) constitutes an ineffective expenditure of the state budget. From the audit of the justifying documentation on the project " ArkeoBylis - geophysical method excavations of the Bylis agora " directed by ZNC, project leader, with a total cost of 2,821,434 ALL, it was found that:
- Lack of information regarding the persons/workers who were part of this study, both in number of persons and in nominal form to verify for whom the payment was made.
- In the report sent to ASH for the activity of the Arkeobylis 2023 project, it does not appear that this report contains the extremities of the registration (only the signature of the executive director without protocol number, date).
- There is no final documented result from this project, or any trace of the publication of the study results. In the absence of basic and necessary justifying documentation, the value of ALL 2,821,434 constitutes an ineffective use of state budget funds. / Pamphlet
