
Journalist Artan Hoxha spoke about the tragic accident in Durrës, where Nikoll Radaçi fatally hit two children and injured another, describing the event as a result of a continuing institutional failure.
Invited to the show "The Unexposed", Hoxha shared details from the moment of the accident and the conditions under which it occurred.
"A serious incident that leaves you speechless. Three children playing in the neighborhood alley, on the sidewalk, the space there does not allow you to drive the vehicle at high speed. However, first of all, condolences to the families who lost their two children. The scene, a photo and nothing else is enough to understand what happened there," he said.
According to him, high speed and the driver's condition were key factors in the tragedy.
"Children who were absent, because they had nowhere to play, were hit. The speed was very high and the vehicle was out of control, the amount of alcohol was 0.7 milligrams per liter, a very high percentage, it was completely out of control," Hoxha declared.
He also noted the problematic profile of the perpetrator, raising concerns about how he had managed to evade legal action.
"What makes it even sadder is, we get to the part that, how is it possible that this kind of character, moreover, had nicknamed himself 'the beast', liked to be called 'the beast'," he said.
Hoxha emphasized that the perpetrator had a long history of violations and problems.
"The person's entire CV and violations, he was a regular violator of the Highway Code. A problematic person, an alcoholic, had conflicts with neighbors, he was a permanent violator of the Highway Code. How is it possible that he was allowed to be a threat to the country's roads?" he said.
According to the journalist, the lack of timely intervention by institutions contributed to this tragic event.
"He is a man who had his license revoked for a month on three occasions, when it should have been revoked altogether," Hoxha declared.
He raised questions about how a person with such a history has continued to move freely.
"How is it possible, when you see the same person, repeating the same violations, posing a danger to his own life and to society, a moving mine in the city," he said.
Hoxha then spoke about the failure of law enforcement over the years. "The lack of law enforcement agencies, as he is a repeat offender. Since 2020, he repeats the same violations and is allowed to move around the city," he declared.
He added that the measures taken after the incident are delayed. "This man, a regular violator of the law, has survived the measures taken. Today they fired the district director, the traffic chief, but the damage is done," Hoxha said.
The journalist emphasized that the case should have been handled earlier by the authorities. "These violations should have been pursued at that time. They should have been taken to court. The Highway Code provides for license revocation. Being a recidivist, he was not afraid of even the neighborhood inspection, his arms apparently were warm, this is what makes him have this irresponsibility," he concluded.
