Journalist Artan Hoxha has published the report of the commanding director of the prison of Peqin, Kamber Hoxha, who on November 30, after being delegated to that institution, had identified a number of problems in this prison.
Kamber Hoxha, who is already under arrest for the murder inside Peqin prison on December 15, 2023, evidenced the fact that the scanner in this high security prison was not working since October 21.
" The baggage check scanner has not been working since October 21, 2023. Since October, you say how the weapon came in, so there is no scanner there. This is in the report. From October 21, the scanner does not work. There, when the scanner does not work, the scanner must be urgently restored because it is a mistake, it is a high security prison ", Artan Hoxha read the report.
Similarly, there were problems with the security cameras and the entire interior of the prison was not covered.
" The security camera monitoring system has problems with the technology. In the internal regime, there are common facilities that are used for various activities with prisoners, such as classrooms, gyms, meeting rooms with families, virtual online meetings, meetings with lawyers, exits to ventilation that are not monitored by security cameras in both buildings. . These corridors are covered with only one camera, but considering the fact that the sectors have a considerable length, it makes it impossible to cover with 1 camera".
Another problem identified in the commanding director's report is the fact that the cell doors are opened with a single key, while the latches are of poor quality.
"All the doors of the prisoners' housing in the sector are opened with a single key, while the locks of the latches, which are closed in the third shift, are of very poor quality, which seriously affects the security of the institution and the prisoners themselves ".
Hoxha said that Mjaçaj does not have the capacity to introduce a weapon into the prison, while adding that the pistol was introduced by third parties inside the cell.
Hoxha says that the payment for the criminal incident in Peqin prison committed by Sokol Mjaçaj is taken by someone else and not those inside.
"The minister issued that order to take him to the 41 Bis regime because he had information that this convict, and this one is a convict, was not part of a criminal gang, but is an ordinary criminal. His family lives in extreme conditions poverty. He comes from a village in a very deep area. There were very rare meetings. Sokol Mjaçaj does not have the capacity to introduce a weapon there. He has neither the financial possibility, nor the human resources, nor the contacts. The weapon was introduced by people third, who, finding cracks in the system, took the gun to him.
