Journalist Artan Hoxha said that SPAK is the last hope to establish justice for "January 21".

He emphasized that the Strasbourg Court has called January 21 a "state crime". Hoxha added that the murders of citizens on the boulevard were done by command and by people trained for that job.

"There was a tendency to avoid the file of January 21 in SPAK. The killings were coordinated and carried out by people trained for that job. The Strasbourg decision notarized the fact that the murders were committed by the state.
