Passport blocking, Supreme Court to decide on April 9 for Balluk

The High Court will rule on April 9 regarding an appeal filed by former Deputy Prime Minister Belinda Balluku, who is seeking the unblocking of her passport, following the security measure imposed by SPAK against her, to prevent her from leaving the country.

Balluku has been investigated by SPAK for violating equality in tenders and the GJKKO, at the request of the Special Prosecution Office, imposed security measures against her, including "suspension from government functions" and a ban on leaving the country.

For the first measure, that of suspension from office, the matter went all the way to the Constitutional Court, to which Prime Minister Edi Rama addressed it, who considered the measure as an open and unconstitutional intervention of one power against another.

But the Constitutional Court failed to reach a decision, being divided 4 to 4, which meant that the decision of the Constitutional Court remained in force, i.e. the measure of suspension from office.

The Appeal Court of Kosovo has also left the SPAK measures in force, while the Supreme Court is expected to make a decision on whether or not to leave in force the only security measure against Balluk, that of banning him from leaving the country, through the blocking of his passport.

On the same date, the High Court will also consider the appeal of Erald Elezit, for whom SPAK has imposed the security measure "house arrest". Elezit is requesting a change in the security measure. Elezit has retained the functions of administrator of KESH.
