The head of SPAK, Klodjan Braho, stated that during 2025 there was an increase in cases referred by public institutions and the Police.

During his report to the High Prosecutorial Council, he announced that referrals from the Police have increased by about 70%, while those from public institutions have increased by 15%.

However, despite the increase in percentage, the level of referrals still remains relatively low. This situation raises questions about the level of initiative and efficiency of public institutions in addressing cases that require investigation.

Braho emphasizes that issues initiated by public institutions have previously been one of SPAK's main concerns, especially during the period when the institution was led by Altin Dumani.

In previous reports, SPAK had raised concerns about the decrease in the number of investigative cases initiated by public institutions, considering this a problematic indicator for inter-institutional cooperation.
