The action to ban electric skateboards in Tirana, undertaken about four months ago by the Ministry of Interior and the State Police, has remained without concrete results. Despite initial warnings and measures taken, today electric skateboards are once again circulating freely on the streets of the capital.
The temporary ban on skateboards was publicly announced by the Minister of Interior, Albana Koçiu, and the Director General of the State Police, Ilir Proda, who justified the measure with the increase in accident cases. According to the statements, the ban would be temporary, until a special regulation for their circulation is drafted and approved.
Following this announcement, the Traffic Police launched a field operation, blocking around 2,000 skateboards that were circulating without an approved legal framework.
However, the announced regulation was neither drafted nor approved within the expected deadline. As a result, field inspections were rare and the action gradually faded away. In the absence of a legal basis and the implementation of prohibitive measures, skateboards have returned to mass use.
Currently, citizens can move around on electric scooters without any visible restrictions and without being stopped by the police, which in practice shows that the ban is not being enforced.
Meanwhile, the process of returning previously seized skateboards has also begun, but this process is being accompanied by complaints. In some cases, citizens have stated that they can no longer find their blocked vehicles, raising doubts about the way the authorities are administering and safeguarding them.
So far, there is no official position on the reasons for the non-approval of the regulation, nor on the responsibilities for the administration of seized skateboards. The lack of these clarifications leaves open the issue of road safety and the legal treatment of electric skateboards in Tirana.
